In 2003, an entirely new term—network management—emerged in the realm of community construction in Shanghai. It originated from the domain of systematic theory and computer technology and is suitable for all the fields of management. The idea of network management firstly became popular in some of the fields such as military and public security patrol. As it is adopted in the construction of community, it has got the multiple characteristics. The first is the covery in an all-round way. Based on the pattern of subdistrict office and neighbourhood committee, the community is divided into network units, in which both the objects and the margin of management are defined. The second is the intensification of joining forces. All kinds of resources will be conformed and distributed after optimized in each network unit. The third is the quick-response mechanism. With the nature of mutual connection and joint action, the net makes the resources much easier to be transferred freely in order to regulate and control the force of getting a handle on all eventualities in every unit as soon as possible.The fourth is the numerical management. The whole net consists of all the units with the distinctive structures and similar functions. The information will be collected in time so that the management will show its enduring effect. The fifth is party and government-centred management with the help of market and society. The party and government conform the resources of enterprises and NGO of the community to promote the efficiency of network management.With the study and practice for ages, the organizational superiority and systematic peculiarity of Shanghai city administration - municipal- districtive government, municipal - districtive - subdistrictive administration and municipal -districtive - subdistrictive - neighbourhood network—became the vigorous support of organization in the fight against SARS. However, as the development of economic society is penetrating into communities day by day, one question lies ahead, that is, how to further improve the former mode of community administration and to make a breakthrough as well. The network management, a timely mode of city community management, is an important measure of Shanghai's correspondence with both the coordination between globalization and localization and the balance of economic and social development. It constantly brings forth the new ideas in governmental management and political system so as to build a harmonious socialist community. Meanwhile, it signifies theoretically and practically the perfection and creativeness ofShanghai managerial system municipal-districtive government, municipal - districtive -subdistrictive administration and municipal-districtive-subdistrictive-neighbourhood network.Huayang Subdistrict of Changning District and Wuliqiao Subdistrict of Luwan District were selected to be the first experimental units after the proposal of community network management was put forward. Even though the project of "network management" is still in its preliminary stage of probing in both theory and practice and has not been finalized definitely and scientifically, this special community management has firstly fixed its main targets: the materialization of community construction—perfect the structure of administration and expand the service system; the net of community management—optimize the conformity of the resources and raise the managerial efficiency; the socialization of party building—increase the cohesion of the Party and consolidate the foundation of governing.This paper sets off the discussion on the researches into individual and community cases, of which the object is Huayang Subdistrict of Changning District, the model community of Shanghai and even of the country, the birthplace of "Cohesion Project" and also one of the first experimental units of network managements. With regard to the network managements, it sets forth the significance, makes the theoretical analysis, studies the present condition of the experimental practice and sums up the main working experience. Furthermore, it gives serious consideration to the problems existing and puts forward the corresponding resolutions. It might be considered as a reference to laying a consolidated foundation of carrying forward the experimental practice of network management as well as to the popularity of the project.Huayang Subdistrict has been very keen on the study of the network management and gained some experience through practice. In view of the possibility of the distribution and conformity of the community resources, the "net" is set on the subdistrict which becomes the entity of the network operation and the platform of the distribution of resources and the information supportn accordance with the police service, the net of Huayang community is divided into four squares, which is on the principles of "Close Party Branches, Similar Regions and Joined Blocks" and "Resources Alike and Culture Fused." Each square is in its clear duty with sensitive reactions, efficient management and perfected service so that municipal - districtive -subdistrictive administration is optimized and municipal - districtive - subdistrictive -neighbourhood network is indestructible. Under the leadership of the community Party committee, Huayang Community has constructed the platform of community management and information about public service. By means of the operation of specialization, socialization and market-orientation, Huayang has further developed the social organizations and mass organizations.'This makes it possible to conform all the resources from the adminitration, political party, market and society on the new platform.However, some shortcomings do exist in the process of Huayang's study of network management: the excessive emphasis on "net" results in the negligence of "square"; the main duties of functional departments of the community organizations are not clearly defined; the distribution and conformity of community resources are not very effective; every member of the community does not have a strong sense of community autonomy; there is a vacancy of laws and regulations in community management; the quality of the community management remains to be enhanced.Management takes a leading part in our community administration, which is different from the Western style. Relatively speaking, the combination of administration and governance emphasizes either the variety of the mainbody or the mutual action and coorperation among all the principal parts. Stress is also laid on the participation of various social organizations in the management and coordination of the community affairs. The network management of community makes governmental departments in a prominent position at present. That is why such kind of management has the charater of administration and lacks the popular will and foundation of the commmunity members' participating together in the management of community affairs. So the network management must take further steps to impel every community member and all the community organizations to participate in the community management so as to bring about a change of its charater from being administrative to governing and managing with the whole community's wide involvement. We could make the conclusion that the network community management is a community revolution of governance and management and we firmly believe where there is the network community management, there will be substantial and deepgoing changes in Shanghai communities.
