Study On The Problems Of Party Building For The Urban Community Administration

With the development of the reforming and opening policy and the improvement of socialist market economy, the management system based on "sub-district offices system" is visibly disintegrating, while the roles of communities gradually grow distinct and have assumed more and more social management and service functions which should be assumed by the government and enterprises and institutions. The Chinese Communist Party as the aims of the governing party must follow the trend of the times and the society, hold tight the favorable position of communities, explore and fulfill a road characterized with strengthening to build the community party. The ruling status and mass base of our Party could only be consolidated by seizing the significant position to build the community, party, so as to deepen the grass-roots democratic process, build a closer relationship between the Party and the masses and further enhance the coherence and combat strength of the Party organization of the basic level. At the key period of building a harmonious society, the leading and core role of the basic party organization should be enhanced through strengthening and improving the community party building. In our country, since the research on urban communities has just begun in recent years, let alone the theoretical study. Aimed at these problems, various regions have carried out the exploration and practice of building the community party. However, there exists a large gap between the current developing needs of our society. Therefore, it is necessary and urgent for the study on building the community party.Taking the individual case on the community, with five main parts, the author of the thesis puts forward some recommendations for building a harmonious community through discussing the party building problems from the prospective of community administration. The first part is mainly focused on the background, namely the study object of the thesis, the current study status at home and abroad, the study frame and content, the study method as well as the innovation of the study. In the second part, the thesis theoretically introduces community administration and its plural subject, exposes the status and functions of the party organization in community administration and appeals to enhance the community party building so as to consolidate the party's ruling status, develop market economy, promote the urban democratic process at the basic level and close the party group relation. The third part mainly discusses three practice modes of community party building, namely the executive-led mode in Shanghai, the community autonomous mode in Shenyang, the government and community cooperative mode in Jianghan. Furthermore, the third part, introduces five practice modes carried out by the community located at Shunyu Road, Shizhong District, Jinan City such as scientific organization and management, diversification in education of the party members, voluntariness in the public service, popularization of the community activities and standardization of the work mechanism. The forth part, taking the Shunyu Road Community for example either, analyses the difficulties and problems arisen in the process of community party building, namely the increasing party members, the weakness in co-building consciousness, the unitary mode of activities, the unsatisfied party members, lack of financial guarantee by means of comparison and tabulation. At last the fifth part of the thesis is the stay point in which the author puts forward a new concept oriented in community cooperative administration, and focuses on how to play the important roles of the community committee, community service station, community unit, civil organization and community residents through renewing ideas, balancing relations, completing building mechanism and innovating ways so as to clarify the status and functions of the party organization. Moreover, the fifth part further discusses how to develop and improve the party organization building itself and fulfill the target of building a harmonious community proceeding from weaving an intensive network, strengthening education, cultivating the talents and increasing investment.
