China develops internet quickly since it was led into china in 1994. The 15th The Chinese Internet Development Condition Statistics Report which promulgated by China Internet Network Information Center( CNNIC) in January 19, 2005 indicated that till Dec 31 in 2004, the internet customers of China has already come to 94,000,000, occupies the second of the world, and the internet computers have attained 41,600,000 sets, the Chinese www stations amount is 669,000. The internet has already developed one of the industries which have widest influence, fastest increase, biggest market potential. In the netizen aspect, 18- 24 years old young man have come to 35.3% and the netizen that has above educational background of university is already 57.7 %. According to the 2004 Chinese University Students Consume And Living Modality Research Paper released by Center of the Communist Youth League and All-China Student's Federation: the rate that China college student gets to the internet has got to 84%, 56.4% college students takes internet as the main channel to obtain information. University is the development foreland of the Chinese society 'the network changing', the Internet is the important outlet for college students to obtain knowledge and information. The network has deeply influenced college Students's behavior pattern, value tropism, politicalattitude, mental state development, moral concept. The network is a 'two- bladed sword', one side, it provide the more conveniently and efficiently tool for college students to study and acquire information, and also develop a new human relations. At the same time, the network also has some characteristics such as virtuality, openess, suppositional, fluidity and indirect will make college students netizen get away from the norms which based on the real-life, result in the invisible role disruption, bring many unmoral behavior such as infringe the intellectual property rights on net, manufacture computer virus, hacker's attack behavior to break the law and attack others spiteful, spread the deceitful information etc. Network technology is not so perfect and the hysteresis of the network lawmaking even provide spread chances for pornography, wager, poison, evil culture and harmful information which cause some college students feel spirit vacuity and indulge in the network, produce many negative effects can not neglect.University bring up good students which have high quality and creative talent. Under the current network environment, the university morality education has facing new challenge, the network ethics question have already become the most important part of university morality education. As comrade Jiang Zeming said in Chinese Communist Center Committee Ideological And Political Meeting :" The internet has already become a important battlefield in ideological and political work." Investigate and study the university student's network phenomenon, the network behavior, build up the homologous network ethics norms, educate and guide the college students to set up good network morality is a important task that the university morality work should research .Therefore, this thesis tries to use the Marxist ethics' basic theories to grasp the special characteristics of college student network morality and college students network morality regulation adequately, analysis the character and specials that college students network morality regulation based on general network researching, then find out the college students network morality society regulate methods and self-regulate methods , analysis and study their regulate function in the network morals, and do some researches about college student basic network morality regulate methods and discipline. Facing the phenomenon of the collegestudents network morality disruption, we should set out to study morality regulation from the angle that it is a basic function of ethics, use the morality society regulation methods and self regulation methods suffiently to adjust and control college student's network moral and to develop the college student's network moral civilization.
