Nowadays, students' deviance in secondary vocational schools has been obstructing the normal teaching system, shaking the teachers' beliefs towards education and affecting the quality and reputation of school education. This paper aims at exploring the causes of students' deviance and figuring out the corresponding solutions to solve the problems.The paper develops its argument from two perspectives, with the study of students' deviance itself on one hand and the research of the objective factors affecting students' deviance on the other. Firstly, it affirms the rationality of Douglas' hierarchical definition of deviance, and on the basis of which, it defines students' deviance in secondary vocational schools hierarchically as breaking the law, violating the regulations and deviations of moralities and conventions. Secondly, it examines hierarchically not only the different types of behaviors of deviance but also the seriousness and the scale of each type. In addition, it studies the objective factors affecting students' deviance in terms of society, family, school, peer group and mass communication, and it explores the deviance systems by employing the theoretical interpretations of biology, psychology and sociology of deviance. The study shows that the deferred and lost capacity of social integration have weakened the socialized environment for the students, the intellectual element, ignored by ordinary education, can not be effectively explored under the split-flow educational system, students' constant need of compliment in the school education is not satisfied, and students' desire to get rid of the destiny of academic failures is constrained. All of the factors above form the recessive cause of students' deviance. The cultural conflict between the radical, selfish and na vedolescents and the conservative, self-esteemed and stubborn educationists, who ignore the tendency of pluralization of social value modes in the period of social transition, on the other hand, constitutes the dominant cause. Finally, it puts forward the strategies for the reformation and development of vocational education, the reformation of the leader system and the moral education of vocational schools and the control of students' deviance.The solution of these problems rests fundamentally with the strategy of reformation and creative education. Firstly, we should foster the system of career principal to see to it that the schools focus on solving educational problems. Secondly, we should renew the moral concept, teaching students to select the moral values from the dynamic value systems. Thirdly, we should formulate the managerial regulations according to the law, to learn and adopt both the domestic and foreign educational controlling approaches in order to improve the students' awareness of comprehending ethics.
