Among the victims, universities are most likely to be influenced by emergent accidents, and they are regarded as the places where emergency management will be most easily to execute universally, therefore, universities is placed at a special position of great significance. The ability for universities to handle emergent accidents, rather than conventional management, reflects the universities organization system and management abilities, which exerts great influence over the implementation of normal education and the public image of the university. In the research frontier of university emergency management, the research on emergency plan will be of great significance.The research on university emergency plan focuses on the most basic factors in university emergency management. On the basis of analyzing and classifying crisis accidents, emergency accident, university crisis, university emergent accident according to different definitions, categories and characteristics, this essay gives an elaborate explanation to the speciality of university emergency plan as well as the clear requests and procedures of the formulation of emergency plan.
