Nowadays, Chinese higher education has been developed into mass education, which is profoundly manifested in the large-scale enrollment expansion in universities and colleges from the end of last century. Enrollment is based on great amounts of financial investment, yet the government has never increased its financial aid on higher education. Hence, most universities and colleges have no other choice but to put themselves in large sums of debt in order to implement the construction of enlarged campuses, which thereby brings about a series of debt risks to institutions of higher education. In the author's opinion, the resolution of extra-large sum of loan in universities and colleges involves the institutions of higher education themselves, banks and other major social establishments, and has a profound influence on economic boost and social harmony. Therefore, it is extremely urgent to reduce the debt risks of institutions of higher education.The thesis consists of three parts.Part one concentrates on the concept and characteristics of debt risks in institutions of higher education. In this part, the definition of debt risks in institutions of higher education is given and the features of debt risks are explored.Part two focuses on the analyses on practical reasons of the formation and expansion of debt risks in institutions of higher education as well as the relevant theoretical arguments. With abundant institutional analyses, the author demonstrates the contributing factors of debt risks in universities and colleges. On the basis of feature analyses towards debt risks in institutions of higher education, the author elaborates the reason why debt risks in universities and colleges come to expand, from the perspectives of the principal executive government at the exterior of universities and colleges, banks and the interior of universities and colleges, so as to foreshadow the further demonstration on the precaution towards debt risks in institutions of higher education and the measures to be taken to resolve the problems.Part three is mainly about the strategies to eliminate the debt risks for institutions of higher education. To achieve this purpose, the author proposes the corresponding countermeasures and suggestions to eliminate the debt risks in universities and colleges on the basis of analyzing the current situation of debt risks control. Meanwhile, appropriate strategies are being put forward to suggest how debt should be paid off smoothly so as to avoid various unfavorable influences that may be brought about by insolvent difficulty. Throughout the thesis, researches are made within the given standard, the concept of debt risks of institutions of higher education is clarified, the possible causes of debt risks formation are analyzed, and the measures to reduce the risks are discussed. Some research methods have been taken while the debt risks early-warning index system is being structured and the method to control the bank loan scale for universities and colleges is designed. Besides, case study is used here, with case analyses of several universities and colleges in Shandong Province.In short, bank loan for institutions of higher education on one hand enlivens the institutions by enlarging the campus and attracting more talents, and on the other hand, increases the debt risks of the institutions. Once the fund chain is broken, the consequences are far beyond imagination. Through the analyses on debt risks system of institutions of higher education, as the author wishes, some favorable references could be contributed to the institutional reform in universities and colleges so as to promote the sustainable development of institutions of higher education.
