Lead by the Party, Women's Federation functions as the bridge between government and women citizens. Being an instrumental part of the women's equalization effort, the federation formed its unique political and organizational advantage as well as its people basis during its operation in past decades. Her operation mechanism and development will impact the evolvement of Chinese women all the time. In light of above said fact, it is important to study and understand how women's federation itself, as an organization, evolves.Using both theoretical analysis and case study and taking Shanghai women's federation as example, the author of this dissertation studied the major challenges that women's federation faces during the social reformation course and how it repositions itself and re-selects its target and proposed several possible solutions.The logical structure of this dissertation is as following. Firstly, to clarify the purpose to writing this article. The author explains the reason by presenting problems that women's federation has with its current organizational structure and functional position. Secondly, to define the women's federation. The author states the mission of women's federation, elaborates its historical development and major characteristics and sorts out the relationship between women's federation and other organizations. The author concludes that women's federation is the social organization that the Communist Party establishes to connect women citizen and the government and to further liberate Chinese females and realize woman equalization. Thirdly, to introduce the current situation. The author describes how a traditional women's federation is organized and how it works, which will be the basis for later theoretical analysis of the federation's organizational functions. Fourthly, to identify challenges. The author points out various challenges that emerge with the development of the society and of those targeted people and group. Women's federation has to tackle with these challenges in order to function as normal. Fifthly, to propose solutions. The author states clearly her understanding of may controversial questions and points out the basic principle and way that will help to reposition women's federation in the new environment. Sixthly, to study real cases. The author takes how Shanghai women's federation did as example and analyzes how women's federation can improve to better achieve its mission. Last but not the least, the author wraps up the whole dissertation and looks forwards to the future by setting the outlook of women's federation.The academic contribution and innovativeness of this dissertation can be describes as following: Firstly, it elaborates how women's federation can reposition itself to better function during the social reformation course. Secondly, it discloses the gap between actual operation and the theoretical functionality of the women's federation. Thirdly, it describes the strategies and illustrates the blueprint of a better organized and more functional women's federation.
