An Analysis On The Current Situation Of The Country Hospital Health Resources Of XinJiang

Object: country hospital is government institution which undertake very important medical duty and that is responsible for medical treatment. Precaution and health service . It is policlinic which is nearby the rural area and which is the best hospital in every country, meanwhile, it is on the top position of three level medical care in rural area. Whether the allocation of health resources is reasonable play an important role in the process of country three level medical care system. This article analyzes the current situation of country hospital's health resources through the analysis of the effect of the population, disease spectrum, and the economic level etc. on the requirement for the health services. Whose target is to provide some suggestions for the regional health program and better collocation of the health resources.Methods: to collect and make better use of the social basic circumstance, such as Situation of the administrative area, development of economy ,population distribution living standard and natural alteration and the major health problem. the circumstances of the collocation of country hospital's health resources in XinJing Province such as the number of the medical establishment, the number of the sickbeds, the number of the medical technicians ,the proportion and educational background of technicians. The data were analyzed by Excel 2003. Gini coefficient was calculated through statistics method.Result: (1) the current situation of country hospital's health resources in XinJing Province: there were 12151 sickbed, and each one thousand people shared 0.71 sickbeds which is less than the nationwide level. The sickbed per outpatient is 381.27 which is higher than the XinJing province level. Each thousand people shared 0.56 country hospital medical technologists 0.24 physicians and 0.24 nurses or Primary nurses. The number of outpatients which were cured by the physicians a year is 868.09,which is higher than the nationwide level. And the ratio of clinicians with senior professional tiles to middle and to junior was: 1:4.57:9.94. the ratio of medical technologists with master's degree were 0.56%, the ratio of medical technologists with bachelor degree were 15.23%, the ratio of medical technologists with institute's degree were 39.01%, the ratio of medical technologists without institute's degree were 45.2%,indicate that country hospitals were short of the medical technologists with senior professional tiles and good education background. 70 country hospitals published 502 articles and undertake 32 projects. All country hospitals set up 10 clinical divisions. (3) The equality of country hospital health resource :in 2006, the Gini coefficient of country hospital's sickbed,doctor and nurses or Primary nurses at the aspect of population distribution were: 0.25,0.24,0.23.: the Gini coefficient of country hospital's sickbed,doctor and nurses or Primary nurses at the aspect of geographical distribution were: 0.25,0.24,0.23. in the other side , the Gini coefficient of XinJiang sickbed,doctor and nurses or Primary nurses at the aspect of population distribution were: 0.22,0.28,0.29; the Gini coefficient of XinJiang sickbed,doctor and nurses or Primary nurses at the aspect of geographical distribution were: 0.58,0.59, 0.60. (3) population character and the major health Problems of the resident in every district: :10.16% of the people in the district is above 60 years old, which means a higher population aging. GDP of XinJiang province in 2006 was 170.82183 billion RMB, and GDP Per capita was 10,020 RMB, Pure income of Country dweller per capital was 2,737 RMB,pure income of Country dweller per capita was 8,871 RMB. .In 2004,the preceding five death causes of diseases were neoplasm, cardiac disease, Cerebrovascular disease, diseases of respiratory system, trauma and intoxication.Conclusions: (1) the country hospitals in XinJing province possess the synthesize capability, it is the foundation of basic medical service of resident.(2) the allocation of health resource is equitable relatively equitable.(3) The quantity of country hospital's medical treatment is inadequate. (4) The allocation of country hospital's health resource is inequitable. (5) The allocation of country hospital's health resource and service capability is not adjust to the change of medical service requirement.
