Objective:To evaluate the health serviceability level of Jiangxi province Village clinic objectively, to understand its health serviceability present situation, as well as to discover its problem in the service process. To provide the reference for the administration of public health department to work out the region health plan, the reasonable disposition health resources, and public health's macro-scientific policy-making through evaluating.Methods:Make an investigation using the census ways this time. Ourselves design the questionnaire .The questionnaire content mainly including the hygienic manpower, the house, the equipment, the service function, the funds and manages, and determines the final survey after related the expert discussion and the Province health bureau related administration administrative offices opinion. The surveys are filled by related people in the Township hospital, which are in surveillance of the higher authority administration of public health department. Use the descriptive statistics indicators to carry on the analysis to the health serviceability present situation of the Village clinic. Using the methods that combine the cluster analysis and Correlation analysis determine the ultimate evaluation index system. To definite weight with the methods that combine the qualitative sorting quota transformation and a minute ratio unifies. To evaluate the serviceability of the Village clinic comprehensively with Analytic Hierarchy Process(AHP)method.Results:1. Present situation analysis resultThe average age level of supervisor was 39.65,94.63% people obtain rural doctor qualifications; every thousand service populations of village clinic in Jiangxi Province was 1.02; the specialized middle school record was appointed mainly ,the percentage was 77.15%; the proportion of the disciple (assistant) doctor and disciple nurse were respectively 5.16% and 1.27%;43.51% of village clinics achieved the standard,the average kind of medical equipment of village clinics were 14.68; 12.68% village clinics undeveloped prevention hygienic service; the mean subsidy of each rural doctor guards in 2007 was 168.57 Yuan; the perfect rate of village clinics, rules and regulations in 2007 were 66.84%.2.Establish the ultimate evaluation indexes systemTo determine the ultimate evaluation index system by the methods that combine the cluster analysis and Correlation analysis. The ultimate evaluation index system is composed with 6 first-level targets, 15 second-level targets, 26 third-level targets.3,Definite weightTo definite weight with the methods that combine a minute ratio and the qualitative sorting quota transformation. E.g. the weight of every thousand service populations is 0.0323, the weight of mean subsidy of each rural doctor guards is 0.0890, the weight of the Chinese medicine technology prevention disease execution rate is 0.1237.4,Comprehensive Evaluation scoreTaking 100 divide into the perfect score, the Comprehensive Evaluation of Village clinics serviceability in Jiangxi province is 71.3424 points. The overall health serviceability level of Jiangxi Province village clinic waits for enhancing, mainly manifests that the medical personnel quantity of village clinic was relatively low , medical personnel's quality still waited for strengthening, The village clinic existing medical service condition has certain disparity to the basic health service's request of the countryside resident, the rural doctor's guard subsidy is not high in some areas city .2. The representation of evaluation indicator selected is good with the methods that combine the hierarchical analysis and Correlation analysis.3. The effect is ideal by the methods that combine a minute ratio unifies and the qualitative sorting quota transformation.4. The result of evaluating the serviceability of the Village clinic comprehensively with Analytic Hierarchy Process(AHP)method is accurate.5. The government should balance the regional rural doctor's guard subsidy level , maintain consistent as far as possible and standard various locally administered levels village clinic service function operational practice.
