| Objective With the basis of the management of teaching quality and the teaching quality assessment theory as well as combining the theory of human's comprehensive development and the principles of education and drawing lessons from the teaching experience from colleges which establish this major at home and aboard, the purposes of this research are clarifying the cultivate targets of the health management profession of undergraduate and defining the meaning of undergraduate's teaching quality of the health management profession. According to the document study and the meeting of advisory specialist group, construct a index system of health management's teaching quality evaluation for undergraduate.Methods (1) Document study .Querying the theories of teaching quality at home and abroad in database of library to lay a theoretical foundation for teaching quality assessment study of health management major. (2) Specialist consultation (Delphi) method. Invite 24 professional in health services management education managers and teachers to screen of candidate indicators, to rate weights, to define the reference standard. (3) Field review method. Design questionnaire matched with Index system for on-site investigation. The teaching administrative staffs fill in institute basic questionnaire. The students complete questionnaire of teaching satisfaction quality. The teachers fill questionnaire of teaching management satisfaction (4) Researchers interview method. To interview in health management teaching managers to understand the construction of professional disciplines, teaching division, teaching program implementation, etc. To interviews with teachers to understand the impact of the main factors of Teaching Quality. To interviews with students about their degree of the professionalism recognition and teaching attitude, teaching content and teaching methodology. (5) Statistics analysis. Organizing information gathered from the Institute, Using spss15.0 to collect the data according to research objectives and data types using appropriate statistical methods such as descriptive statistics, chi-square test.Results (1) This study analysis the main goal of health service management on the base of valuation, knowledge structure and ability structure. Valuation: professional ethics, constantly improve themselves, realistic. Knowledge structure: comprehensive management knowledge, basic medicine, clinical medicine and basic knowledge of preventive medicine, social survey and the basic method of information analysis, knowledge of humanities, familiar with China's relevant laws and regulations, policies and systems, etc. ability structure: creative problem-solving abilities, rigorous analysis of reasoning ability, overall capability of the problem, social communicative competence, capacity of unity and cooperation, Leadership, computer applications and document writing, comprehensive analysis and scientific decision-making ability and according to the capacity of administrative and organizational coordination, etc.(2)In the three-dimension of basic quality, process quality and outcome quality to define the meaning and content of quality of undergraduate teaching of Health management profession. Basic quality measures the quality and quantity of various resources. Process quality is that teaching activities produce the quantity and quality of teaching services based on teaching input. Outcome quality is completing teaching objectives of health services management degree, changing students'knowledge and ability.(3) Weights and graded connotations have been defined applying Delphi technology. A health management teaching quality assessment index system including 3 primary indexes (basic quality, procedural quality and outcome quality respectively), 10 secondary indexes (teaching staff, teaching conditions, teaching management, management operation, teaching implementation, domestic academic exchange, student quality, students'and teachers'satisfaction, pedagogical reforms achievement and social appraisal respectively) and 41 tertiary indexes has been built.(4) According to the general principles of education evaluation, the quality of health management undergraduate education was measured and analyzed in practice applying the index system to verify its practicability. The results show that health service management undergraduate teaching quality evaluation system has a high scientific and reasonable. Suggestion While building the evaluation index system, the current problems in health management education evaluation in China were analyzed. Firstly, health management education evaluation lagged behind the development of health management education.Secondly, the standards of evaluation were not scientific enough. Thirdly, the authority and influence of evaluation were not strong. Fourthly, specialized agencies and personnel participated were absent. Fifthly, professional organizations and professional personnel were lack of participating in the evaluation. Finally, using the quality evaluation index system of health management undergraduate education assesses the problems in evaluate processes.Improvement countermeasures were proposed to these problems. Firstly, the importance and urgency of reinforcing health management education evaluation should be recognized adequately. Secondly, specialized health management education evaluation agency should be established. Thirdly, much more attention should be paid to relevant studies. Improvement countermeasures were proposed to teaching quality of health care management. Firstly, the academic echelon was constructed reasonablely. Secondly, they should change teaching attitude, update teaching content, diverse teaching methods. Thirdly, they should make well school education. Finally, they should strengthen educational management. |
