Study On Outputs Of Multi-sectoral Participation Projects Of Global Fund In Hubei Province

Aims:This research investigated the finishied Multi-sectoral Participation Projects of the Global Fund in Hubei Province, to found out the outputs, the impact, problems and the difficulties of project activities. After the analysis of outputs, impact, as well as the necessity and the possibility of deepening the outputs, it Summarized the experiences and shortages of the projects, then combined the experts'advice, to establish referral methods, models and the incentive mechanism, and also for the purpose of playing the role of the Projects'following effectiveness to the maximum, and providing references for the other projects of Global Fund.Methods:Based on the purpose and design route of this study, the research used the following methods:(1) Literature review:By consulting the methods about resuls referral and transformation home and abroad, as well as the data about the Multi-sectoral Participation Projects of Global Fund; this study summarized the main theories and methods. By collecting data about the Multi-sectoral Participation Projects of Global Fund in Hubei Province, it understood the types, funding, responsible person, and the outputs.(2) Questionnaire method:By the questionnaires to the responsible person of projects, this study understood the situation, output value, as well as the necessity and the possibility of deepening the referral(3) Interview and deep interview method:By the method to interview 2 officials of the Multi-sectoral Participation Projects of Global Fund in Hubei Province, this study understood the whole situation. Then, by the method of interviewing deeply 6 responsible person of projects, it understood the successful experiences and the following plan and arrangement.(4) Focus Group Discussion:By inviting 9 responsible person of projects participated in focus group discussion, this study discussed the methods to expand influence, the following questions and suggestions.(5) Statistical method:This study used Excel to input and check the data, then used SPSS 13.0 for the statistical analysis of output, impact, the following plan, etc.Results:(1) Since 2004 to May 2009, Multi-sectoral Participation Projects of Global Fund in Hubei province have carried out 106 terms in total, of which 82 terms have finished. The project activities have got abundant results, which involving in many departments, covering wide field, having a large number of target population, also developing a variety of activity forms.(2) The activities have obtain following outputs:improved awareness rate of aids prevention knowledge; enhanced the enthusiasm of multi-sectoral participating in cooperation; trained large quantity of aids prevention technicians and missionary staff; advanced free VCT; strengthened the founding effort of patient infected HIV; promoted introduction and implementation of policies on aids care.(3) Multi-sectoral participation projects have acquired precious experiences through exploring:strengthen the construction of project management system; play functions of project office fully, so as to promote multi-sectoral participation; focus on resource integration of departments participating firmly, and actively introduce other projects on aids by means of the results obtained; form reticular pattern of propaganda and education on aids.(4) There are also problems existed in the process of project activities carrying out. For instance, some activities are not concrete enough; the logic of aim and activities is still to be strengthened; the location of target population also has room for improving and target population can not meet the request; relevant departments involvement remain to be improved; the time and founds of project activities are all in a shortage. Suggestions:1.In view of the necessity and feasibility of almost project activities, combining with the wiliness of person in charge, this study put forward following suggestions for sustainable development of the project:1) Enhance the pertinence and applicability of the results obtained in project activities;2) Strengthen the responsible persons'attitude on the importance attached to project activities outputs keeping on deepening, also establish appropriate excitation mechanism, in order to enhanced the enthusiasm of person in charge continue to carry out the activities thoroughly;3) Raise attention of decision-makers to results got from projects, also include identification and rein capacity on policy suggestions;4) Promote and propaganda the achievements through project with multiple channels and forms, and concentrate on the accessibility to the information of target population.2.As intermediary bridge and management organization, project office have to play the following functions perfectly:1) Strengthen supervision on financial aspect of the project;2) Strengthen contact with responsible people, so as to know more about the project developing situation, and discover and process problems timely;3) Pay attention to evaluation of project executing condition, moreover, establish evaluation mechanism which is correspond with the type of project activities.
