ABSTRACT:In recent years, some large damaging events such as SARS, earthquake in WenChuan happened frequently and caused heavy lost in our country. In some suddenly damaged districts, rare medicine resources, health and other states are all getting top problems because of limit of rescue resources. Those resources are so important that they could determine sociality stability and life because of their rescuing functions, so if rare medicine left and transported untimely, we could image the result as damaging as it could be. From 2008 to 2009, snow disaster in North and earthquake in Si Chuan province, H1N1 flue happened but our country faced them passively as limit of construction, safeguard and monitoring method and uniform of medicine logistics system and network monitoring. So, based on initial network to construct a brand new network which could demand our transporting rescue medicine according to related regular is the best choice. Furthermore, our system could prefer little investment but more effect of rescue based on completely using initial network more effectively.This paper researches on construction of medicine emergency logistics based on character of medicine logistics state. Firstly it analyses study situation about emergency logistics and related network construction and then show modern heart topics about emergency logistics management, emergency network and flow monitoring. Besides, this paper puts a new method to construct new network based on initial network from system point according to effectiveness and dynamic character. This method targets for maximum degree of satisfaction and minimum cost. This paper combines anylogic simulation and Elimination Algorithm to solve this method in practice. In conclusion, this method is effective and it could solve to construct a new logistic network that could been put into emergency use more effectively and stably.
