With the development of medical service and the reform of the medical system, how to optimize the medical resource allocation and further develop community health service becomes a brand new subject. Two-way transfer treatment system is treated as the key point to vitalize community health service. Presently; some cities of our country have already drawn up some practical methods of the bidirectional referral medical care, and they have make achievements in associative works. But during the process of implementing the treatment, some problems are gradually found and even it is met with greater difficulties. As long as these problems appear, it indicates that the two-way transfer treatment system needs to be perfected.The bidirectional referral medical care rely on the sharing of information. But presently the medical network equipment of the community health service is not adequate, and there is no information sharing platform between community health service and tertiary hospital. So the treatment and health information of the patients could not be transferred through network, the vantage of community health service could not be fully utilized and it also greatly hinders the smooth implementation and development of the bidirectional referral medical care.This article tries to analyze the present situation of the medical resource allocation in our country. It tries to tell us the importance and necessity of implementing bidirectional referral medical care; and how to establish the information resource sharing platform by using Virtual Private Network technique from the angle of information resource sharing; and how to achieve the quick and safe sharing of HIS and CHSIS information by using public network in order to enhance the implementation and development of the bidirectional referral medical care. Finally, it analyzes the problems of implementing the two-way transfer treatment and mentions the relevant solution to enhance the development of information resource sharing of the bidirectional referral medical care.
