Research On Health Information-sharing Model And Its Key Technologies

In the middle of 1990's, advanced information technology had been brought in China with implement of the "Golden Enginnering", the development of medical and healthcare informatization soon got great progress. However, the single traditional information can't satisfy their higher demands for the medical and healthcare services. Nowadays, most of hospitals, functional departments and other healthcare organizations have established their own Information Systems. In those systems, there're lots of dispersed and useful data that haven't been exploited. That information in each department or organization hadn't been shared because of laggard policies and skills, gradually become information isolated islands.Information sharing is the way to get value maximization of healthcare information. In the certain conditions, if we try to share medical and healthcare information from different aspects and in different levels, we can improve efficiency and standards of whole medical management and services. To share the medical and healthcare information only satisfied the realistic needs, but also shows the inevitable trends for the future.There're two key technologies in medical and healthcare sharing. The one is how to choose the sharing modle; the other is how to choose the sharing standard. We first make comparison to do researches on information sharing platform, and then design the network system; functions, data center operating mechanisms, and implement steps of the regional sharing for medical and healthcare information.We choose HL7 as the standard for the information sharing platform after analyzing on the common medical and healthcare standards. The paper introduces the concepts, orgnizations, versions, the exchanging principles and communication protocols of HL7. All processes of information exchanging and sharing could be simplified as programming, switch, and parsed by modle of HL7 based XML message middleware between the hospital and health insurance center, without the reformation of each agency's original system. This is an example as reference for medical and healthcare sharing in a bigger range.
