The Reconstruction Of The Relationship Of Government And Market In The Process Of China Medical Health System Reform

As a social welfare, medical and health services play an important and unique position in the nation economic and social development. It's closely related with the people's life, and is a basic function of the government. Our medical and health services, after decades of development, made acknowledged achievements. But along with the economic development and social transformation, medical and health service system, especially the disadvantages of emerging market orientation in nearly a decade of medical health system reform make public health into trouble. The reason for failure to reform, all the arguments focus on the absence of government responsibility and market mechanism operation, but until today, there is no mature design.January 2009, a conference of the state council approved a new medical scheme, and a new medical health system reform began. Under such a background, this study obviously has practical significance. In this paper, based on the country's medical system reform of the basic course of health, detailed in the system reform of government and market and the in-depth analysis of theoretical background, introduced healthcare model of developed countries, and the successful experience of basic drugs system, get a conclusion that to construct a new government-market mechanism must insist multi-elemental participation, introducing market mechanism, the government and the market in public health fields of benign interaction.
