Research Of Difficulty And High Cost To Access Medical Service In Chongqing

"Difficulty and high cost to access medical service" has become one of the hot social issues in China as well as the most concerned and difficult issue by our party and country. During the 5th Plenary Session of the 16th Central Committee of the Communist Party, a guideline for solving this problem has been issued, which showed that the problems in public health should be solved by the innovation of mechanism with Chinese Characteristic. According to the report at the 17^th party congress, social construction to improve People's livelihood will be accelerated, best efforts must be maken in order to "ensure that all our people enjoy their rights to education, employment, medical and old-age care, and housing, so as to build a harmonious society" and "Everyone will have access to basic medical and health services" has been one of the important goals of Building a Moderately Prosperous and harmonious Society in All Respects. To make overall plans for the urban-rural health development has been required at the 5th Plenary Session of the 16th Central Committee of the Communist Party and it was clearly pointed out that basic medical service must be provided to all the rural people. It was pointed out in the No. 3 document issued by state council of China, "Suggestions on accelerating the urban-rural reform and development in Chongqing", that "To set up and improve the basic medical service system, everyone will have access to basic medical and health services". This article will focus on the discussion of the useful experience in solving the difficulty and high cost to access medical service, to analyze the importance and function of economic ward, economic hospital and public medical utilities, and to explore the importance of no-profit medical organizations and the important role of government in guiding no-profit organizations. The basic Medical Insurance System for Workers and Staff in China, the new rural mutual medical insurance, the Cooperative Medical Insurance, how to realize the goal of Construction of Basic Medical Ministry System were also discussed in this article as well as some useful experience in the construction of urban-rural medical system and the construction of "healthy Chongqing". Finally, some suggestions to the problem of "Difficulty and high cost to access medical service" were given in this article.
