The Neo-rural Cooperative Medical System (NCMS) has reached full coverage. But it has not yet entered a phase of normal operation. The purpose of this topic is to improve the further performance of the NCMS through evaluating the innovation and operation of the NCMS, in order further to promote the healthy development of the NCMS. It is greatly meaningful in theory and practice for the present NCMS to research into the difference between the NCMS and the traditional rural cooperative medical system.The traditional rural cooperative medical system was on the basis of co-operative movement, through the rural collective and individual fund-raising, and the economic system of mutual aid used to provide low-cost health care services for rural residents, which was built on the foundation of weak economy, the urban-rural, level funding, small-scale accounting, free care, with romantic, and was finally crushed by the wheel of time. The NCMS is the medical mutual redress scheme for rural peasants, which is organized, guided and supported by the government, and peasants can participate in voluntarily, funded by multiple parties including the individual, the collective and the government, focused on compensating catastrophic diseases, with characteristics of social protection for peasants to provide basic health care services and certain financial compensation for the rural health care system. The related literatures have done a preliminary study on the difference between the NCMS and the traditional rural cooperative medical system, but mostly being limited to qualitative or regional, quantitative evaluation, it is lacking for an objective and accurate measurement of the innovative conditions of the NCMS. we can find that the present researches have ignored innate characters on differences between the NCMS and the traditional rural medical system, whereas descending too much from the traditional, thus evaluation system is less representative, adaptable and practical, and it is the lack of the uniform indicators because of different models, schemes and styles, which decides different implementation in different areas. Abroad the third sector, especially public service organizations, develops a systematic evaluation index system to evaluate the innovation of the public sector qualitatively and quantitatively, in order to improve the performance of the public sector through innovation. However, it lacks for comprehensive, objective and accurate quantitative evaluation indicator system to evaluate the NCMS. Therefore, based on the above background, this topic combines the public service innovation theories with the development of the NCMS, and constructs an index system to evaluate the NCMS. On the one hand, it is advantageous for the health department to grasp the discipline of the innovation and development of the NCMS; On the other hand, it is useful to establish uniform measure criterion of the innovation and to provide a measure model, in order to make an scientific evaluation of the innovative conditions of the NCMS and to evaluate quantitatively the NCMS in different areas in order to improve the further performance of the NCMS.Based on literature study and information of the rural cooperative medical system and comparative analysis, the topic analyzes the difference between the NCMS and the traditional rural medical system, and refines the innovative points of the NCMS, then on the basis of experts'discussion, the topic establishes the framework of the evaluation index system by experts'AHP, and explores the formula in order to design the evaluation software, and promote the scientific management and development of the NCMS.
