The Historical Evolution And Reformation Innovation Research Of Chinese Rural Cooperative Medical Care System

The cooperative medical system is a rural medical security system with Chinese characteristics, which has played an extremely important role to ensure the broad masses of peasants to get basic health services and avoid the "poverty due to illness" problem. At present, the Chinese new cooperative medical system reformation is advancing in depth, which has made some achievements and experience at the earlier stage. But there are still many problems to be solved:(1) The rural cooperative medical system itself is not perfect, including the fund raising, the compensation, the supervision of funds and the rural floating population’s medical security etc.(2)The responsible party does not function properly, and its behavior is not standard. Such as, the government’s publicity and supervision is not enough; the peasant willingness to participate is not strong; the designated medical institution induces the unnecessary medical needs, and its treatment is also not standard.(3) In the external environment, there are also some factors which are not conducive to the development of the new rural cooperative medical system. Such as, the traditional family risk sharing mechanism restricts the development of the new rural cooperative medical system, the rapid growth of medical expenditures threaten the overall fund security of the new rural cooperation medical system. Therefore, only based on the in-depth analysis about the evolution process, the profound summary of the experience and lessons, we can put forward to ensure the effective approaches and countermeasures of the new rural cooperative medical system to realize sustainable development. This paper describes the evolution of Chinese rural cooperative medical care system firstly, then focuses on the main characteristics, operation status and existing problems of the new cooperative medical system. This paper finally discusses the reformations to promote the sustained and healthy development of the new rural cooperative medical system in China.(1) Continuously improve the scientific design of the new rural cooperative medical system. Such as, establishes a stable, long-term funding mechanism, perfects the scientific and reasonable compensation mechanism and constructs the remote security medical system for the rural floating population;(2) Continuously strengthen the main function of the new rural cooperative medical system. Such as, speed up the legislative work of the new rural cooperative medical system, ensure that the new rural cooperative medical care system has laws to follow, standardize the government, the farmers and the medical institutions’ behavior, enhance the farmers’willingness to participate.(3) Continuously optimize the external environment of the new rural cooperative medical system. Such as, strengthen the construction of the rural medical and health service system, improve the designated medical service ability, rectify and standard the rural drug market, and strengthen the medical assistance, disease emergency rescue mechanism construction, and strive to achieve the effective connection of the rural medical assistance system and the new rural cooperative medical system.
