Study On Evaluating Indicator System Of Quality Management In Military Sanatorium

The quality rating is an important content in the quality control, which is the core in the hygienic service management. With the enrichment of service content in the military sanatorium, the quality control content develops unceasingly. Accordingly, the quality rating system and the evaluation criteria in the military sanatorium, which has been used in the past, could not keep up to the new requirement. This study was designed to establish a scientific and rational quality evaluation system for the military sanatorium, which could adapt to higher self-check and evaluation need of the superior health agencies and the military sanatorium. In order to enhance the quality control level of the military sanatorium and the service ability for the army, the system could also to table a feasible proposal according to the problems and weakness of the quality rating that would be found in the researching process.In this study, Literature Review Method was used to find out the present situation of the quality rating index system in research and application. By collecting and collating the information from field survey and conference exchanges, we got the current weakness and insufficiency of the quality management in military sanatorium. Based on this, we proposed the preliminary plan of evaluating indicator system of quality control in the military sanatorium (including 4 first-level indicators, 23 second-level indicators, 78 third-level indicators). Then, we evaluated the plan by Delphi methods. According to the evaluation effect, we screened out and perfected the index. And the weight was obtained.The research included two round of consultation with 20 consultancy experts. The positive coefficient of all these experts was 100%. All the experts were good at hygienic service management, quality management, quality rating and Delphi methods. And their authoritative degree was greater than 0.8. It can be concluded that the prediction accuracy of this consultation deserves trust.The consultancy experts first finished a round of appraisal of the preliminary evaluating indicator system of quality control. According to their marks and opinion, we made some changes and got a new quality control evaluating indicator system. The changes included determining the first-level indicators and their weight, incorporating 2 second-level indicators and 6 third-level indicators, perfecting 1 second-level indicators and 5 third-level indicators, deleting 3 third-level indicators and increasing 1 third-level indicator.After the second round of appraisal, we collated the marks of all the indicators. The results revealed that the coefficient of variation that the experts had allocated the weight marks of the second-level and third-level indicators were less than 20%, which indicated that the new system had a higher experts'authorization, a better coordination of views and a more reliable result.Finally, we established a quality control evaluating indicator system for the military sanatorium, which included 4 first-level indicators, 22 second-level indicators, 74 third-level indicators. The system can provide a series of service, such as inspection by the superior health management departments, evaluation of quality management level of different sanatorium, providing reference for sanatorium, improving their own management system, conducting an internal assessment, improving management effectiveness. With this system you can make a comprehensive evaluation with all indicators or carry out a special appraisal by some kind of indicators.
