Non-governmental medical services supply means goods which are from private sectors or (non) profit-making organizations in any forms, therefore, such a phenomenon has eventually made resources allocation to be more optimized, which such a matter can strengthen both empirical evidence and conceptual research(es) with having nutrientized a lot in the field of public goods and public sector. Here, we will extract the current social scenes of our country with having the most updated data to further investigate the matter of non-governmental services in ordinary Neo-classical view of Economics with the matter of internal mechanism and external institutional situations. Basing on institutional transformation era, the analysis of medical services in such period will also be focused on the competitive of resources and constrains under gaming thought, hence, we are allowed to find out the difficulties of non-governmental medical services provision, and therefore, contractual arrangements can be found out after having organizational and budgeting mode from Neo-Classical Economic perspective. Inferring to all the above, different outcomes are probably come from effective government actions with efficient market, which provide enough media to let related groups to compete through single or multi-gaming competition(s) through different information handed. Last but not the least, the key of having well- developed non-government medical services provision should be based on having a well-concluded efficient market with mechanism, sufficient government power, certain degree of information resources distribution, and interest balancing mechanism, therefore, an optimal contractual arrangement, with having all these, which is given that enough elasticity and enough self-sustaining abilities under dynamic world can be done to survive.
