The Construction Of Chinese Institutional Discourse Power In The Field Of International Public Health And Safety

As the process of globalization moves forward constantly,the international community is facing increasing challenges.The changes in both world politics and economic situation have made the discourse power become more prominent,which is a vital aspect in big-power games and a key basis to express its own demands and preserve its own rights and interests.Since the 18th CPC National Congress,President Xi with other national leaders have paid great attention to the construction of global governance and new types of diplomatic relationship.As a new part of diplomatic thoughts on global governance from President Xi,the institutional discourse power is not only the core structure of soft power,but also a vital way of promoting a new type of international relations.Among them,the expressions such as providing ’Chinese Wisdom’,hearing ’Chinese Voice’ and contributing ’Chinese Strength’ are mentioned frequently under the important global occasions,the role of China has gradually turned from a participant to a builder in the international community.With the outbreak of COVID-19 in 2019,the large-scale spread of the disease has caused huge impact on the whole world.This unstable and unknown factor has made the field of international public health and safety become a focus to each county,while the competence of discourse dominance has been increasingly fierce in the process of epidemic prevention and control.Under such background,here are still much room for China to improve its international discourse power,and the oppressive discourse power from the west countries is also a huge challenge to China,which shows that to deeply analyze the path for China to build its own institutional discourse power in the field of international public health and safety is of great significant to promote the construction of Chinese discourse power.The establishment of the institutional discourse power in the field of international public health and safety are carried out from three levels.The first one is to clarify the international institution,the second one is to provide ’Chinese Plans’ based on the international institution,and the last one is to promote the discourse into international consensus and complete the achievements of discourse power.Therefore,here are four chapters divided to continue the discussion above.Part of introduction analyzes the current background of construction of the discourse power and puts forward the background and meaning of choosing this topic.Chapter one analyzes the definition and theoretical basis of the study subject on the basic of reviewing research achievements at home and abroad,and interprets this concept from two dimensions of public health and safety and discourse power.Chapter two discusses the measures that China has taken and programs that China are facing through the achievements that China made and causes of the problems in the field of international public health and safety.Chapter three is from the perspective of institutional discourse power,combined with complex international issues in the field of public health and safety to analyzes that the discourse power should be built from ideas,laws,cooperation and other dimensions.Chapter four mainly focuses on the ways of how to improve Chinese institution discourse power in the field of international public health and safety,and draws the conclusion of enhancing the recognition of discourse concept,promoting the supply of discourse capabilities and strengthening the harmonious improvement.
