The report of Chongqing supervision department from 2005 to 2007 illustrate that a total of 8148 the illegal practices were banned; 5,422 illegal medical institutions were found in a total of the 41,764 medical institutions, the illegal rate of which is 13.0%, 268 institutions were illegal in a total of 910 of the family planning technical service institutions, the illegal rate is as high as 29.4 percent. And in family planning technical service institutions, the more grass-roots the family planning technical service institutions are involved in, the higher the illegal rate is.
