Research On The Experimental Work That The Government Of Jiangxi Province Purchases The Community Public Health Service

Objective:The experimental work that the government of Jiangxi Province purchases community public health service was enforced in the latter half year of 2006. This paper aims to study the experimental work and to explore the fit pattern of it.Methods:Carried out the baseline investigation in July, 2006, and the effect tracing investigation in December at the same year. Adopting typical sampling method, selected partial experimental community health service organizations as the experimental group, and partial non-experimental organizations as the controlled group. Investigated on the developing situation of public health service of these organizations by ways of questionnaire, referring to related materials and topic-focused interview. Adopting accidental sampling method, selected some inhabitants and the elderly over 60 years old of experimental and non-experimental communities respectively, and some employees of experimental and non-experimental organizations respectively. Investigated on the satisfaction of inhabitants to community health service, knowledge about health and healthy behaviors of the elderly in community, and knowledge about infectious diseases of the employees of organizations by way of questionnaire. Established the database with EXCEL 2003, and analyzed it with the software package of SPSS 11.5. To take comprehensive evaluation on the developing situation of public health service of the organizations and the effect of the experimental work synthetically with the method of analytic hierarchy process.Results:After the experimental work, the developing situation of most community public health service programs, such as health files, key crowd visiting home, case management of hypertension and diabetes, planned immunization inoculability, post partum followed up, child care, planned parenthood and rehabilitation, had made improvement, and only few programs such as health consultation, health education, routine medical examination, and management of infectious disease had no obvious change. The result of comprehensive evaluation on the situation of public health service of the organizations shows that there was improvement after the experimental work. The total rate of inhabitants being satisfied with community health service increased. Neither the total rate of the elderly of community knowing the knowledge about health nor the total rate of them forming healthy behaviors increased obviously. The total rate of the employees of organizations knowing the knowledge about infectious diseases increased. The result of comprehensive evaluation on effect of the experimental work show that there was improvement after the experimental work .Conclusion:After the experimental work, the developing situation of most community public health service programs had improvement. The indexes that reflect the effect of community public health service, such as the total rate of the community inhabitants being satisfied with community health service and the total rate of the employees of organizations knowing the knowledge about infectious diseases all increased. The experimental work had made improvement .
