| Given the scale of its impact, affected areas and resultant damage, terrorism is no longer a non-traditional threat in an ordinary sense. It has become an international scourge. The fight against terrorism is so difficult and complicated and it calls for an extensive international cooperation, so it has become a focus of international situation in the early years of this century. After the September 11 incident, international terrorist forces were subdued for a time, as nations worldwide cracked down hard on terrorism and were on full alert to its assault. In recent years, terrorist forces are beginning to stage a comeback, as demonstrated by a number of large-scale terrorist attacks in areas from the Middle East to Southeast Asia, from Africa to Russia. China is one of the victims of terrorism, which poses a severe threat not only to the security but also to the stability of China. Armed police force is an armed group, which guard the national security, maintain the social stability and dispose all kinds of emergency events. The local party committee and authority directly lead and command the armed police force. After the 9·11 event, besides the duty, emergency events disposal and social security task, the armed police force is gifted with antiterrorist tasks by the central party committee and the military commission of the central party committee. The armed police forces are deployed countrywide, and their connection with the society is more extended and close than that of the other arms of services. The armed police force has rigorous organization and large-scale mobility capability, and it obviously excels the local medical institution at medical support capability. The armed police force is the main force of all levels of governments in antiterrorist and anti-disaster operations. Therefore, it is very important to evaluate the mobile medical units'support capability of the armed police force's corps hospitals.This study mainly discussed the establishment of the evaluation index system of the mobile medical units'support capability of the armed police's corps hospitals. First, the definition of the mobile medical units'support capability of armed police force's corps hospitals was studied; the elements constituting the medical support capability, the index system of medical support capability of the unit, and the meanings and the quantity of the index were put forward and determined through field survey. Second, the evaluation index system for the mobile medical units'support capability of the armed force's corps hospitals was established on the basis of ranking all the indexes by balancing the importance of each one and consulting the specialists. The evaluation system includes: four first-degree, twelve second-degree and twenty-nine third-degree indexes. The connotation and evaluation standard of the three index levels is precisely defined. Third, the investigation form for the mobile medical units'support capability of armed police force's corps hospitals was set up, and the form was applied to investigate three representative armed police force's corps hospitals which includes Qinghai corps hospital, Gansu corps hospital and Shaanxi corps hospital. From the results of the investigation, the main problems were found out. Therefore, suggestions for improving the mobile medical support units'capability of armed police force's corps hospitals were put forward.
