Incentive mechanism plays an important role in managing modern organizations. A sound incentive mechanism and effective incentive measures can arouse the enthusiasm of the staff members and stimulate their creativity and then raise their working efficiency and provide powerful backing for organizations to realize their strategic goals. But now to a certain extent there are some phenomena that no longer meet the practical needs in incentive mechanism of the institution with relatively rich resources in comparison with other organizations.This paper takes Hubei ceter for clinical laboratory as an example, analyzing the structure of human resources, pay system, welfare system and examination system of this unit, finding and analyzing the problem, based on related theory of modern management concerning incentive mechanism, using the experience of other countries for reference. We raise corresponding incentive measures for different levels of staff members in this unit, according to their characteristics. At the same time, we formulate plans for the training of high-level personnel of this unit to promote the training of experts in our own unit by the strategy of directive breeding of postgraduates and taking advantage of experts from other units to guide and teach in the light of the fact that our unit has the professional guidance functions for the clinical laboratory departments in Hubei province's health care system and the relative lack of high-level talents and managerial experts. And then we raise the specific examination system for professional and technical personnel respectively in accordance with the fact that the existing assessment indexes of our unit's examination system are too rough and assessment methods are a mere formality. This paper puts forward reform proposals of incentive mechanism of Hubei ceter for clinical laboratory in order to promote the rational use of the human resources of the unit and the smooth realization of the organization's strategic goals and the harmonious development of the overall unit.
