The Condition Of Country Healthcare Management Reform Of Qian Jiang And Its Social Sampling Research

Objective Unitary management of village health services is a system built by Health Bureau and township government according to regional health planning and professional qualification. During this research, we interviewed and invested the leaderships of the Health Bureau, the township doctors and the villagers. We compared the results with materials from eight H8 counties in 2005, to show the condition of township healthcare management reformation, and to analyze the effect of this policy. Synthetically evaluated the healthcare level of Qian Jiang'township health centers and eight H8 counties'so as to find out the main factors that affect the healthcare development of township. Giving some helps when setting up a new health policy of underdevelopment areas.Methods Stratified sampling Qian Jiang'30 township health centers: one central township centre upon the average level and one beneath average level, one common township center upon the average level and one beneath average level, and for each township , two village clinics were taken in. We make the staffs of county, township and village that have something to do with healthcare the object of research. We interviewed the government leader of Qian Jiang that take charge of health affairs, the chief of Health Bureau. 4 directors of township health centers, 20 township health centre staff and 8 village doctors and also 42 villagers. Content of interview include the background of the policy of unitary management and its process, current condition, mechanism, and problems met. Content of questionnaire include the condition of healthcare before and after the policy was pursued, the problems of current policy and village doctors'opinions and demands. Sound recording materials were changed into written style and then Using interest group analysis, composed qualitative and quantitative measures, RSR and TOPSIS of SAS8.2 to analyze the results.Outcomes The reformation of Qian Jiang'township healthcare management was well received. New policies perfected three step health net of country, basically solved villagers'problem of"hard to get and hard to pay"when they need some services. Qian Jiang'healthcare level is obviously higher than that of other seven H8 counties. And with the reform'deepening, the condition of township health centers improved year by year.Conclusion Qian Jiang'experiences of township healthcare management reformation are worth researching and can be promoted. Especially its ten crucial experiences and five creative measures in unitary management and the build of village clinics. Facing current problems of short of money and equipment, lack of qualified village doctors, old age support of village doctor, and how to make the development sustainable, their experiences provided us a possible way out.
