Estimation, Analysis, Prediction And Suggestions On The Total Health Expenditures Of Chongming County, Shanghai

Chongming county is the only one county under jurisdiction of shanghai city, located in coastal part along west Pacific ocean and entrance to sea from Changjiang river; Being composed of Chongming, Changxing, and Hengsha island. Now Excellent medical and health work and effective regional medical and health plan are main construction contents in ecological island area, taking a positive action to construct modern ecological island district. The research on whole outlay of medical and health work didn't carry on in Chongming county in the past. Thus the budget of medical and health outlay from 2001 to 2005 was made in the paper. The development status of Chongming medical and health was estimating and analyzing, influencing factors of total health expenditure were discussed, developmental trend from 2006 to 2010 was predicted, in order to provide guideline to making policies for Chongming medical and health after time.Total health expenditure are currency expression of medical and health resources raised and paid out for medical and health service in medical and health region among of one country or area in fixed period. The research origin, development and application of total health expenditure were first reviewed in the paper, to expatiate signification on budgeting Chongming medical and health total cost. After budgeting and statistics of relating data, the analysis were made to obtained data, moving actuality of Chongming medical and health fund were received. Amount of medical and health outlay raising more, government bearing proportion and society bearing proportion in medical and health total fund was smaller, the invests in medical and health total outlay concentrated in medical consumption, the invests and in public health service was not enough, the ordonnance structure of medical and health resources were unbalance. The influencing factors for Chongming medical and health total outlay were argued by analyzing methods of metrology, and simple equation in Chongming total health expenditure and national total output value, the proportion of health project outlay in medical and health total outlay, and medical and health ensuring coverage percentage were set up. it were predicted and analyzed that percentage of total health expenditure to national total output value in 5-year (2006-2010) from present obtained data. The police suggestions were given as follow: increasing government medical and health investment according to economic growth; ensuring appropriate growth of total health expenditure; government concentration investment aiming at public health service and ensuring basic medical and health service to poor and weak colony; developing health service for community in priority; consummating policies of collecting funds; forming development pattern of government leading as a whole, society participating in positively, inhabitants benefiting. There were great values in theoretical models and practice analysis to construct socialism harmonious society; promote health development of Chongming health project; speed up Chongming modern ecological island construction.
