Study On The Optimization Path Of Government Health Expenditure In China

"Health is the foundation of people’s all-round development",which is the statement about health in the report of the 17 th National Congress.The party and the government put people’s health first in development and support the promotion of healthy China construction.In recent years,China’s economy has developed rapidly,but with environmental changes,it has had a certain impact on people’s health.The deterioration of the natural environment,the generation of various pollutants and the prevalence of infectious diseases have brought people physical discomfort and loss of financial and material resources.As one of the three major livelihood issues that the government attaches importance to,the total investment in health has been increasing in recent years,and the level of public health has improved.Compared with countries with the same economic situation,it is at the average level,but there is still a certain gap with developed countries with better public health level.Especially the "SARS" in 2003 and the new coronal pneumonia epidemic at the end of 2019 have had a serious impact on China’s economy and people’s health.Therefore,it is found that there are problems in China’s government health expenditure,especially in the field of public health.Through data collection,collation and comparison,this paper mainly analyzes the current situation from three aspects: the scale,structure and health level of China’s government health expenditure,and selects several indicators indicating the health level to compare with several BRICs countries with the same economic level and developed countries with better health level.The study found that China’s government health expenditure has the problems of insufficient scale,large regional differences,unreasonable structure,emphasizing treatment over prevention,and lack of sustainable institutional guarantee.The reasons are the leftover problems of China’s medical and health system reform,the defects of fiscal and tax system,the imperfection of transfer payment system and the lack of legal norms of government health expenditure.This paper selects four developed countries,the United States,Germany,Britain and Japan,to analyze their health financial system,and combined with the actual situation of China’s current government health expenditure,puts forward policy suggestions to improve China’s public health level: reasonably expand the scale of government health expenditure,scientifically determine the structure of government health expenditure,improve the allocation of public health resources,scientifically divide the powers and expenditure responsibilities between central and local governments,improve the transfer payment system Promote the construction of the legal basis of government health expenditure and improve the cadre assessment and evaluation system,so as to scientifically improve China’s government health expenditure,improve the current situation of "emphasizing medical treatment rather than prevention",and promote the improvement of China’s public health level.
