After entering the 21st century, China's reform has entered a crucial stage. Faced with increasingly large urban poor groups, The medical relief for poor people in urban areas as part of the social security safety net in the last line has not been solution.Urban poor in access to health care services, not only by its own economic constraints, also by the system of social exclusion, which in poverty due to illness, disease due to the vicious cycle of poverty. Even for individuals and families to survive the rapid development of the country were adversely affected. Unified the characteristics of the medical aid and the poverty as well as the relations between the health and poverty, the paper carries on the discussions from the theory and practices two sides ,discovered the existence the question and has the reason to it to analyze, the utilization human capital theory, the public management.Theories put forward the policy proposal. This paper is divided into six parts, the first part is the introduction, the study of the background and significance; The second part of the theoretical foundation for medical aid to the impoverished urban population; The third component is the establishment of medical aid to the practical needs of the urban poor; the fourth is the policy of foreign medical aid and can draw upon the experience; Part V is the status of implementation of medical aid to the impoverished urban population and characteristics China has been introduced in various parts of the basic medical aid.
