The Study Of Innovative Problem With The Public Service Of The Western Region

There is a population of 370 million in the western region, accounting for nearly 30% of our country. Besides, its land area covers 70% of the whole territory. At present, the development level of the western region, especially western rural area is low, its infrastructure lags behind, and the public service is insufficient. There is no doubt that it is very difficult for the western region to realize the objective of constructing overall well-off society.As an important and fundamental function of the government, the public service undertakes the significant mission of harmonizing the relation between economic and society, meanwhile, offering the society security. There are many historical and realistic problems existing in western region, such as the abominable geographical environment, the inferior development of economy and the insufficiency of citizens' cognition and participation. As a result of this, the public service lags behind critically and needs to be innovated without hesitation. Basing on the method of the systematic theory, this article regards the public service of the western region as an integral system and divides it by four respects of subject, object, external environment and operating mechanism. Furthermore, this article applies the theories of public choice, public goods, motivation and public service in order probe into the problems of the western public service. At last, according to the current situation, this article places an emphasis on the way of innovating the subject, the object and external environment so as to construct the public service system of western region.
