The Study On The Way Of Building The New Rural Medical Security System

According to the world health report 2000 published by the WHO, China ranked 188 among the 191 member countries in terms of the medical contribution equality. In China, the resource of medical security is unequally distributed with more than 2/3 resources given to the 36% members in city while the 1/3 left given to the peasantry, about 64% in all. Further more, about 87% rural members in China are out of the security of social medical security, and the poverty and return to poverty due to disease have become a widespread phenomenon which has seriously affected the continuous development of our country. Therefore, how to select the rural medical security system and how to built it has become two serious projects which should be treated appropriately and in time.China's rural cooperative medical security system, which was oncesuccessfully recommended to other developing countries。But it has been disabled in China in the 1980s.The old system can't developing with economy. New rural health care system must be building in China. New rural health care system is not only the demand of the health of rural resident but also the demand of urban and rural health service and the demand of steady and harmonious development of social economy.This essay is divided into five chapters:The first chapter is the research on the academic boundary about social security, health care and rural health care, and retraces the history system and analyzes the ups and downs of rural of the medical security and cooperative medical security system respectively. The following chapter analyzes the actuality on demand and supply of rural health care in China and the problems of rural health care. The third chapter is about the comparative analysis among various health care systems in the world. In this chapter, it shows the characters, the origin, the practice and the enlightenment of four patterns on health care involving the national, social, commercial, and saving health care systems. The fourth chapter sets two type rural health care (cooperative health care and other rural health care) in the past time. Last chapter is about establishing new rural health care system and analyzes the necessity and feasibility of it.
