In recent years, medical expense increases more quickly than that of GDP and becomes an outstanding problem in the process of health reform and development. There are many factors resulting in the quick increase of medical expense. Besides the population aging, changes in model of diseases and advancement in science and technology, unnecessary medical service is an important factor, which is unreasonable. Unnecessary medical services not only result in the waste of scare medical resources, but also intensify the economic burden of individual and society, decrease the efficiency of medical services and influence the equality of health services.Inpatient expenses account for a great part in medical expenses. As a result, to control the inpatient expenses especially the unnecessary inpatient expenses is significant to the control on the increasing medical expenses.With the analysis on the inpatient expenses in single disease we analyzed the unnecessary inpatient expenses of the discharged patients in two third-class hospitals of Dongying. After studying the distribution, construction and the influencement factors of unnecessary medical expenses we expected to supply reference for the administrative departments of medical services and hospital managers in adjusting and perfecting medical policies, guiding reasonable application of medical resources and controlling the unreasonable increase of inpatient expenses.In all the seven kinds of diseases there are unreasonable medical expenses. So there are in the four evaluated items. The unreasonable medical expenses account for less than ten percents to more than eighty percents in the total expenses of these items. Unreasonable drug expenses account for the most part, about 60%. The ratio of unreasonable drug expenses is different in appendicitis and myoma of uterus while the unreasonable check expenses account for a greatest part in the cases of cataract, coronary health disease, diabetes and brain infract. Among different kinds of disease, unreasonable services expenses account for a different part in the same items, for the various medical treatment and status of the patients. On the whole, the factors that influence unreasonable inpatient expenses are days in hospital, hospitalized status, antibiotics, fitness rate of diagnosis and having medical insurance or not.Suggestions: 1. Intensify health system reform and increase the input, in health care. 2. Establish the review and establishment system on the scientific medical expenses. 3. Establish the leveled services model to satisfy the demands of health care.
