Study On The Contingent Plans To The Sudden Public Health Incidents

It is not common that the study on the contingent plans to the sudden public health incidents in China. Although the system of contingent plans to the sudden public health incidents has basically established in China, some plans are still not suitable for locality. This thesis, by analyzing the main problems in China's contingent plans,we explore its causes, then on the basis of the actual situation in Siping City, design the framework of contingent plans to the public health emergencies. It is concerning about following aspects.1.Discussed the issues about the plan(1)The definition of the plan: according to the different views of contingent plans in different countries, we think it should be a effective, speedy, efficient and orderly way to solve the problem, which is the combination of historical experience and local conditions for sudden incidents(2)the characteristics of the plan: A standard emergency plan should contain the following features: Scientific; Comprehensive; simplicity; Exhaustive; Authoritative; Affecting flexibility; Scalability.(3)The contents of the plan should includes General Provisions, the structure and responsibilities of organization and commanding, the prevention of early warning, emergency response and protective measures.2.Analyzing the contributing factors of our country'contingent plans to the sudden public health incidents from subject and object.There are these problems:The current plan still cannot keep abreast the needs of the sudden public health incidents; lack the organic links from central institution to local organs; fill the gaps in law with plan.
