The Thought Of Completing Emergency Management System Against Sudden Public Health Care Incidents

In current society the material life and nutrition level of human beings have beengreatly improved but it doesn’t mean that we are living a safer and healthier life;instead, we are put in front of, or even encountered unprecedented risks, dangers anddisasters. Frequent occurrence of sudden public health care incidents is a piece ofvivid evidence. Hence, establishing and completing a set of scientific and completeemergency system, taking precautions, solving the problems as early as possible andminimizing the damage brought by sudden public health care incidents are bothimportant topics that academic circles in and abroad are doing research about and arehot spot issues on which the government and the public of China focus as well.Beginning with defining the concept of sudden public health care incidents andexplaining related theories, this paper, by analyzing the cases of Wuxi city copingwith H1N1flue and fighting against the snow storm and collectively utilizing suchtheories as crisis management, public goods theory and non-governmental institutestheory etc., objectively analyze problems exist in the current emergency managementsystem in Wuxi city from both the aspects of practice and theory. In the meantime, byintroducing the successful experience of establishment of emergency managementsystem against sudden public health care incidents in such developed countries as theUS, the U.K. and Japan, the author puts forward the concept of completing theemergency management system against sudden public health care incidents in Wuxi.It is especially put forward that we should pay attention to bringing into play thefunction of non-governmental institutions in sudden public health care incidents,developing a whole process management system of incident surveillance, patienttreatment and recovering to cope with public health care incidents, establishing complete warning system against sudden public health care incidents,3rd levelemergency care network and public precaution system, enhancing simulationpractices of sudden public health care incidents, and paying attention to fundguarantee, etc. so as to complete the emergency management system against suddenpublic health care incidents in Wuxi under the new situation.The author widely collects materials relevant to the emergency managementsystem against sudden public health care incidents, and in this paper, she refers torelated documents and literature, does research and systematic analyzing, making thebasis for this paper. This paper focuses on analyzing the problems as a whole part toanalyze the problem from various factors and angles; on the basis of theoreticalresearch, it applies the theoretical research findings into specific public health carecases happened in Wuxi city, thus applies theory into practice; finally it identifiesproblems exist in the current emergency management system and puts forwardcorresponding policy advices.
