Study On Perfecting Financial Input In Medical And Health Field

Market flaws exist in medical and health field. Market regulation is ineffective in this field, so government must do something to intervene and public finance should bear the input in this field. The study on perfecting financial input in medical and health field can speed the development of our country's health undertakings.Guided by the theory and policies that public finance should bear the input in medical and health field, the author pointed out that perfecting financial input in medical and health field was important to the development of health service. The author made full use of abundant data and carried out a comprehensive research on the development of our government's input in medical and health field. This article was composed of four parts. Part One: After analyzing the theory and policies that public finance should bear the input in medical and health field, the author elaborated the significance of perfecting public finance input in the field. Part Two: exemplified analysis and evaluation on the development of our government's input in medical and health field. The author analyzed the development of our government's relative input in planned economy period and the transitional period of economy. Part Three: the main problems that exist in the government's input in medical and health field and their reasons. After analyzing the main problems that exist in the government's input in medical and health field, the author pointed out the main contributing factors.On the basis, policy proposals on perfecting public finance input in medical and health field were pointed out in Part Four. These proposals included the following measures: to construct the legal system in public health field; to tidy up the health service system and to definitude the direction of financial input; to improve the relative policies of financial input; to strengthen medical securities system and formulate public health policy; to enhance the input in the preferential health project; and to tighten up the management of the public finance input in medical and health field.
