| Objects: Considering the characteristic of military hospitals, up building the comprehensive benefit evaluation index systems. Based on the economy science, we adopt several evaluation projects when we evaluate the comprehensive benefit of hospitals. Though calculation the compatibility degrees (CD) and different degree (D.D), selecting the evaluation scheme which has the best representative. Using the method of Data Envelopment Analysis (DEA) to analyze the comprehensive benefit of military hospitals. By analyzing the difference between the practice value and the standard value, we can analyze the using of military hospitals resources and the status of scale development.Methods: the investigation objects that the study selects are the hospitals which accord with the characteristics of division level, third class A grade hospital and over five hundreds sickbeds. There are five hospitals in accord with all traits. Collecting related information from 2001 to 2003, analyzing the allocation and utility of medical resources. â‘ Through combine the Delphi and the Analytic Hierarchy Process (AHP),we can set up the index system of comprehensive benefit evaluation of military hospitals and corresponding weigh coefficient .There are nine professions take part in the study. After three times selection, we get the conclusion.â‘¡the study selects six evaluation methods, which are in common used. By calculation the C.D and D.D, selecting the evaluation scheme which has the largest C.D and smallest D.D. Making the results of the comprehensive benefit analysis accord with the principle of science and objectivity. â‘¢This research think over the characteristic of military hospitals, consulting correlation literature, confirming the input-output index system which can reflect the integration efficiency of military hospitals. There are five input indexes and three-output indexs.by DEA model. We can calculate the efficiency appraise value and laxity variable of the five hospitals from 2001 to 2003. Meanwhile, we can calculate the difference between the criterion value and the fact value.â‘£The study use the software of Matlab6.0, Spss11.0 and Excel to analysis. Results: â‘ The comprehensive efficiency evaluation index systems of militaryhospital include three parts, which are society benefit (weight,0.3366),economy benefit (weight,0.2911) and military benefit (weight,0.3723). Society benefit includes twelve indexes, which are eight medical indexes, three scientific research indexes, and one teaching index. Economy benefit includes seven indexes, which are three economy effect indexs, one development and devotion index, three indexes about patient expenditure. There are seven military benefit indexes which including four indexes of work efficiency, three indexes about the expenditure of military pation.? According the mothed of calculation the CD and D.D, we can get the scores of CD and D.D of each evaluation scheme and their integrate place in a competition and their priority ranking of selecting. The method of the best CD has the first place in the competition in both the CD and D.D; we should select the evaluation project firstly. The outcome is accord with the objective condition. ?There have fifteen Decision Made Units (DMUs) about five hospital during 2001-2003.Based on the judgment standards of DEA, nine DMUs are effciency.they are both technology efficiency and scale efficiency, one DMU is infirmness efficiency, and other five DMUs are inefficiency. Hereinto, E hospital has the worst efficiency in 2003,relatively efficiency is only 78.08 percent. If we want turn the infirmness efficiency DMUs and inefficiency DMUs into efficiency DMUs based on DEA theory, we should increasing the output or decreasing the input. Taking the outcomes of E hospital in 2003 for example, turning the DMU (2003) into relatively efficiency, we should reduce 257 employees, 237 sickbeds, 27 Yuan expenditure each patient in door and emergency call, 1472 Yuan each patient in hospital and 22.4 percent; rate of great equipment or increasing 17 patients of outdoor of each employee.Conclusions:(DThe study base on the fact of military hospital, marshal many expert's consultation opinion, forming the comprehensive evaluation system of military hospital, which include social benefit, economy benefit and military benefit. It stands out the characteristic of military hospital that servicing for army firstly. It changes the complexion that military hospitals take military benefit into account a litter when doing comprehensive benefit evaluation. ?The study according as the theory of system, by adopting sever evaluation projects and the optimize system of evaluation projects; the study calculates theCD and D.D. Then. Select the evaluation project which has the best representative. The method of the best CD has the first place in the competition in both the CD and D.D. We should choose this mothed firstly. (3) This study applies the DEA method to the comprehensive benefit evaluation of military hospitals. By analyzing the position relation between the DMU and Best Practice Production Frontier (BPPF), based on the judgment standards of DEA, we can ascertain that nine DMUs are efficiency they are both technology efficiency and scale efficiency, one DMU is infirmness efficiency, other five DMUs are inefficiency. Considing the totally results, the military hospital recourses were utilitied efficiency. |
