Government subsidy for medical facilities is a very important component of public subsidy, its aim is to take governmental medical facilities as a carrier, carrying out public subsidy's transfer payment and redistribution, to promote social fairness. Benefit incidence analysis of government subsidy for medical facilities can describe the distribution of government subsidy for medical facilities, who benefit from it, and who benefit more, so as to appraise the fairness of government health subsidy and target efficiency.In this study, we build measuring indicator system for benefit incidence analysis of government subsidy for medical facilities referring to the National Health Household Interview Surveys (NHHIS), referring to empirical guideline and technical note provided by Europe Union, study and explore specific measuring method and detailed steps of benefit incidence analysis of government subsidy for medical facilities. The unit of this method is individual, so we must convert household variables from NHHIS to individual variables. We can also get some information about medical service utilization from NHHIS, including outpatient visits, level of the visit medical facility, inpatient days, level of inpatient medical facility. From Health Financing Yearbook, we can estimate government subsidy for per outpatient visit and per bed day for inpatients. Combining unit subsidy (including outpatient subsidy and inpatient subsidy) with medical service utilization, we can get each individual's total subsidy. Rank the interviewed people into quintile according to living standard, calculating distribution of government subsidy for medical facilities of each group.
