Research On Administration Of General Public Health Emergency Induced By SARS

SARS (Severe Acute Respiratory Syndrome) Crisis affected China's economic and social development seriously in 2003. And it is also a challenge for China's administration of general public health. Based on the crisis of public health and social crisis induced by SARS, this article discusses the situation and the issues of China's current administration of general public health emergency. In order to promote country safety, economic development and society stability, the article proves that one initiative concept should be developed about administration of general public health emergency, based on perfecting narrow- sense administration of general public health emergency. The concept should lead to set up a strategy, guideline and a new system in theory and practice about administration of general public health emergency.The definition and research method in this article: the current administration of public health emergency is one traditional management system, or technique factor system, this is called narrow-sense administration of general public health emergency. The new concept is to build a new system by studying social environment, culture and psychology influence based on perfecting the narrow-sense administration. So it is called administration of general public health emergency. All the points are demonstrated by qualitative and quantitative analysis.
