Study On The Problems And Strategies Of Public Hospitals Participating In Public Health Emergency Response

In recent years,public health emergencies have been on the rise globally,including all kinds of infectious diseases,maj or foodborne diseases,toxic and harmful substances poisoning,mass diseases of unknown causes and other sudden disasters.These are not only serious hazards to public health,but also have a significant impact on economic development and social stability.In particular,the Covid-19 epidemic,which broke out at the end of 2019,has caused significant human and property losses in the world because of its ferocity,rapid spread and wide spread area,which has exceeded the harm of any public health emergency in the past.So far,it has not been effectively controlled in the vast majority of countries around the world.In view of this,how to quickly and efficiently respond to public health emergencies has become an urgent problem,and is also the focus and difficulty of relevant scholars at home and abroad.The crisis management of public health emergencies is a complex systematic activity of prevention,control and treatment that many departments participate in.The rescue system is an important part of the crisis management of public health emergencies.In China,public hospitals are responsible for public basic medical services,prevention and treatment of infectious diseases,disease screening and other public functions.Public hospitals are the important institutions and main force of crisis management of public health emergencies,and the primary place of medical assistance for victims of public health emergencies.They play a key role in crisis management of public health emergencies,and even directly affect the operation of the entire emergency system.This paper fully expounds the basic knowledge and theory of crisis management of public health emergencies,analyzed the status and evaluation of crisis management of public health emergencies domestic and foreign,take the Affiliated Hospital of Binzhou Medical University Hospital as an example,questionnaire survey,interview and research were used,400 questionnaires were distributed and collected,focused on the face-to-face interview with 15 business department directors and administrative and logistics department heads,ensure data and information are true and accurate.Based on the investigation results,the present situation and problems of the response to public health emergencies were analyzed,discuss the system construction of public hospitals in crisis management of public health emergencies,suggestions are put forward to improve the management ability of public hospitals in public health emergencies.A study of the public hospital found that,Binzhou Medical University Hospital has a standard public health emergency crisis management system,in recent years,it has played an important role in regional public health emergencies,but there are also some problems,such as the lack of emergency management system,the lack of emergency supplies and facilities,the lack of capital investment,the weak awareness of emergency personnel,and the need to strengthen field drills and training.Based on the analysis of the possible causes of the problems and the comparison of the advantages of foreign countries,the countermeasures and suggestions for China’s public hospitals to deal with public health emergencies were put forward,including strengthening the connect between the hospital and government departments,increasing the investment of emergency supplies and construction,establishing the reasonable emergency response mechanism,improve the consciousness of medical personnel emergency,attaches great importance to the practice and training,establishing the crisis early warning mechanism and the mechanisms of public communication,etc,in order to improve our country public hospital public health emergency crisis management capabilities to provide the reference.
