The human resource management is one of the important contents of the hospital' s management.The dissertation analyzes and evaluates the theories and methods of the human resource management by using the theories of Management and Industrial Engineering,the methods of comparation,investigation,ration and grade weighted. The dissertation introduces the vocational department system of the FC hospital and analyzes the necessities,features,advantages,practices and results of the system. To carry out the human resource management, the vocational department system is the large environment. Based on it,the dissertation analyzes the situation and insufficiency of the human resource managentment of the FC hospital.Against unfair encouragement and unfixed quantity of appraisal, the dissertation puts forward the minister salary system,the doctor responsible system and the end unemployed system, sums up the strong points and the weak points of the three reform measures.The three measures are new methods of salary management and encouragement. The dissertation puts forward the idea of building new concepts of the human capital operation.With regard to the training,the dissertation sets forth that the hospital ought to establish a specialized teaching system—the sparetime university for workers. It's a new method for training. The dissertation designs the construction and the order.In accordance with the unfair and the unopened situation of the appraisal,the dissertation designs the evaluation system of comprehensive power.The experts line up the different kinds of targets.This system is the reliable basis of promotion and grading.It's a new creation of the hospital's appraisal. With regard to the cultural building,the dissertation introduces the definition,the aim and the countermeasures. The dissertation researches the cultural building of the vocational department system of the FC hospital.Based on it,the dissertation sets forth that the hospital ought to use the concept of value,the education of direction and the spirit of hospital to guide the human resource management.
