| Objective After the foundation of China, the establishment and operation of the Level-3 health network have solved, the problems of lacking medical workers and medicine, improved farmers' health, promoted the development in the rural health cause. Therefore, the network is the security to medical treatment, prevention and health care.However, there are many problems in the network. They are as follows:(l)The cooperation on line between counties and villages is just a form, which has become a disorderly competition revolving around individual benefits, which focuses on medical treatment.(2)To purse more profit is the motivation of health organizations in counties and villages, which replaces the goal of social and economic profit and leads to indifference to administrative supervision, technical guide and training system.(3)The orientation of medical treatment, prevention and health care is confusing.(4)It is common that more attention is paid to treatment than to prevention.(5)There is the situation in which various property rights exist with various forms of management. Furthermore, there is no normal management, which leads to problems in resource, human power and systems.These problems influence the role health network should play. Therefore, the research on these problems, based on the work done by other researchers, will be done in three provinces in Huadong areas, the purpose of which is to look into the central issue and its reasons, and work out a series of strategies to solve them. Meanwhile, evaluation should be made on how united management is carried out in the sample areas. Methods The research as practice of policy will follow scientific programs. As to the major problems expected to be solved on every step, different materials and ways are collected. And according to technical requirements and specific problems,' corresponding study, testing methods, methods of collecting materials and analizing are adopted. Route for research(l)Judging by the cases in Hebei, special research has been done to find out the central issues and their causes. In sample areas, scientific workers have made a study of the cases and worked out policy of reform and the feasible ways in order to propose a reform program to improve the level-3 health network.(2)According to the scientific methods, the following steps are adopted as the general technical route for theresearch.A. tests on problems of policy.B. affecting factors and basic causes of analizing problems.C. corresponding policy on causes of problems.D. feasibility to testify policy.E. Evaluation on policy.F. conclusion, feedback and perfection. Results(1)Of the problems in the network, that health care cannot be carried out or is just some kind of form becomes the central issue.(2)The main reason is that flnamial support from the government is not enough more attention is paid to paid service, not to free service.(3)A series of ideas has been put forward to promote the prevention og diseases.(4)there are advantages and disadvantages in carrying out the united management of organizations between villages. Conclusion(l)According to the situation in China, rural areas are the basic in economic development, social security and national independence. As long as the population in rural areas takes up most of the population, the problem of developing the rural areas will be the unavoidable problem. Therefore, the research on it is also the responsibility of the researchers. With the development of economy in rural areas, increase in people'slife , need in the reform of marketing economy, change in medical form and disease and shift of population and culture, these changes make it hard to satisfy the need of health care in the network and prevention from diseases in rural areas.(2)As to health system, health service provided to the rural residents and the medical situation is no doubt the obvious symbol of health in rural areas.
