Research On The Evolution Of The Cooperative Relationship Of Chinese Health Policy Subjects Based On Policy Bibliometric

Objective:Studying the cooperation network of health policy subject will help identify the cooperation model between government departments in the health field,and provide references for enhancing government departments' cooperation and scientifically formulating policies.Methods:1.Literature Research MethodBy collecting the literature materials related to this research,sorting out and analyzing these materials,and comprehensively understanding the research status of the health policy and the cooperation relationship between policy subjects,thus forming own research ideas.2.Mathematical StatisticsThis paper mainly uses EXCEL to conduct statistics and analysis on the publication time,the main body and the number of the health policy in China,revealing the basic characteristics of health policy.3.Social Network Analysis MethodUsing the method of social network analysis,1257 joint issue policies of 7730 health policies issued by various departments of the central government of China from 1978 to 2017 are analyzed.The Pajek software is used to measure the structural indicators of the cooperative network of the health policy main body,and the overall characteristics of the cooperative network are analyzed;the VOSviewer software is used to map the cooperation network between the health policy subjects at different time periods,revealing the structural characteristics of the cooperative network;the individual characteristics of the cooperative network are analyzed by core-periphery analysis,degree centrality and betweenness centrality.Results:Among the 7730 policy documents,1257 were jointly issued by multiple departments,accounting for only 16.26% of the total number of policies;the proportion of joint issue policy in each stage is low,less than 20% on average.At the various stages,the number of nodes and the number of connections between nodes in the cooperative network of health policy subjects have gradually increased,the network density showed an upward trend,and the centralization showed a downward trend.The cooperative networks have experienced the evolution from the central edge type to the decentralized coupling type to the overall coordinated type.Conclusions:This study found that the formulation of China's health policy is mainly based on the issue of individual policy subjects,supplemented by multi-sectoral joint formulate.The scale of cooperation network of policy subjects has gradually increased,the degree of cooperation among the subjects has gradually enhanced,and the status differences between the subjects have tended to weaken.The structure of the cooperative network has obvious phase characteristics.A few key policy subjects form a core cooperative relationship,the National Health and Family Planning Commission,the China Food and Drug Administration,and the State Administration of Traditional Chinese Medicine are always the core policy subjects of the health policy.Suggestions:1.Strengthen collaboration among health policy makers.2.Clarify the responsibilities of the health policy makers.
