We aim to establish a new method of evaluating more scientifically, objectively, fairly, conveniently and comprehensively many indexes of various qualities related to hospital clinical departments by quantitative analysis, so as to diagnose properly the progressing status of clinical departments, to find out the defects and their causes in the construction of the clinical departments and to provide decision - making reference data for administrators and supervisorsMethodsMulti - attribute comprehensive evaluation theory and methods were introduced for the first time to make a multi - dimensional evaluation on index set composed by many different indexes of various attributes and characters which reflect the real status and levels of clinical department development. A comprehensive evaluating system of 33. indexes was established concerning seven aspects such as medical academic teams, scientific research, medical care services , cultivation of persons of talents, equipment level, economic benefits and social benefits, which were expected to reflect most comprehensively the real level of hospital clinical departments. Meanwhile, two kinds of indexes were set up in the index set of comprehensive evaluation, one kind reflecting the comprehensive status of the evaluated departments and the other reflecting the average output, benefits and cost of every person or every sickbed. The weighing calculating method adopted by Meng Kaitao in his comprehensive analysis of distance in broad sense was used to weigh the various subsets of the same kind of indexes. Based on the above method, the established 33 indexes in 22 clinical departments in a military hospital of Grade A, Level Three were comprehensively evaluated and compared with the indexes of the real levels of many departments.ResultsThe calculated values of the 33 indexes in the evaluated clinical departments or the equivalent values resulted from the calculated values were converted into 0 -1. Multi - dimensional TOPSIS was adopted for the measurement, and the ranking result of comprehensive strength of clinical departments came out in the sequences from the strong to the weak. In the 22 clinical departments studied , 12 were preferentially - developed departments accounting for 55%. 8 were considered to be within the 11 top -developed departments, occupying 67% in the 12 preferentially - developed departments. Cardiovascular medical department and cardiovascular surgical department constitute the PLA Cardiovascular Research Institute and, predominating over all the other departments, were ranked the first two, showing a better coincidence rate. Very few ordinary departments were ranked toward the front position, while, on the other hand, very few preferentially - developed departments were ranked in the rear. By investigating the subsidiary indexes, we saw that in the preferentially - developed departments many index values were proved to be higher than the average of all the clinical departments and in the ordinary department many lower than the average of the clinical departments. This result is basically correspondent with the real status of the two kinds of departments.ConclusionThe evaluation index set established in this study is adapted to the real demands of comprehensive evaluation on the development status and levels of hospital clinical departments of this kind of hospitals in our country. The index values originate from the annual administrative statistic data of this kind of hospital and are easy to collect. The comprehensive evaluated result shows the high coincidence rate with the real status of the evaluated departments, which proves it a more scientific, objective, fair and feasible method for evaluating hospital clinical departments.
