Implementation Strategy And RFP In PACS

With the breakthrough in computer technology, storage media and network technology, and with the DICOM standard established, PACS has been applied in clinical area step by step in recent years. As a system enginnering but not a simple system installation, the implementation of PACS should be based on full-scale RFP, solution corresponding to request as well as scientific and normative implementation strategy. However, many domestic healthcare organizations implement PACS without effective plan and strategy, and there also don't have clear understanding between the organizations and PACS supplier, which makes system program and implementation at some discretion, and eventually results in an ineffective system.It is very important to establish the consummate PACS implementation theory and method for the domestic healthcare organizations nowadays. Aim at establishing the PACS implementation strategy and evaluation theory architecture, the PACS implementation strategy is discussed theoretically and practically based on the study of requirement analysis, and a RFP template is constructed in this thesis. Specifically:· A survey on PACS is made, which includes the concept, history, current status and developing trend of PACS. Especially, the domestic status and existing problems of PACS is discussed.· The key issue in PACS implementation is analyzed by introducing the basic theory and structure of PACS, which prepares the basis for study of PACS implementation strategy and requirement analysis.· PACS implementation strategy is discussed, and the main content of RFP is also provided. Meanwhile, by introducing the QFD techonology, the structure design and evaluation model of RFP is studied which provides theoretical guide for effectively implementing PACS.· Based on the RFP structure design, referencing to RFP construction method in other area, and summarizing the experiences of foreign mature system, the content of PACS RFP is discussed according to the current domestic status.· According to the RFP structure design and its detailed content, a RFP template adapted to domestic healthcare organizations is provided to make domestic PACS implementation more normatively. A full-hospital PACS RFP is submitted based on the template. By comparing with previous domestic RFPs, existing problems and reasons resulted from are discussed, which illustrates the validity and rationality of the RFP template.· Finally, the consummation of PACS implementation strategy, evaluation of RFP and validation of evaluation model, etc. are discussed.
