The Study On The Reform Of The Property Rights & The Evaluation Of Relative Efficiencies In Hospital System

The reform of Health Care Systems in China being in the experimental phase, in this paper, much work in connection with the reform is presented, such as the analysis to the situation, advantages and disadvantages of the industry as well as the direct and difficulties of the reform. Especially, it describes the research to the reform of the property rights systems in the industry and the evaluation of hospitals' relative efficiencies.A solution is being worked out through analysis that suggests that allowing for the specialty of the industry, the experience of the reform of state-owned enterprise be utilized and many patterns of reform program be formulated in order to form Health Care System with multi-patterns of property rights. For the reform of the industry, some advice is architectural.A study is described on the evaluation of the relative efficiencies of the for-profit and not-for-profit hospitals by using Data Envelopment Analysis (DEA). Multi-objective DEA with Inputs and Outputs used on for-profit hospital and Fuzzy DEA with special love used on not-for-profit hospitals which has much uncertain problems, as well as the corresponding index systems are constructed. Meanwhile, the Fuzzy DEA is applied to the not-profit hospitals in the list. Case study shows that the model has utility for general not-for profit hospitals.
