Giant Panda is a special kind of endangered species of China,as called as"National Treasure" and "Living Fossil",and it has unique esthetic value and scientific research value. On 12th July,2006,"Sichuan Giant Panda Hibitat.Qionglai Mountain" was enlisted as the world natural heritage.World Heritages are precious material wealth and spiritual wealth handed down in the course of the history of man. They have prominent universal value, epochal, deregenerative and non-substitute feature, and meanwhile, they have the effect as some symbol.Exerting the flagship role of Giant Panda in the biodiversity aspect, protecting the biodiversity of Giant Panda's habitat, awaking the consciousness of the whole society and encouraging people to participate the environmental protection action,is the ultimate significance for the activity of "Applying for as the World Heritage".This research takes Giant Panda's habitat as example, based on resource and environment economics,as well as utility value theory, public goods theory and ecological and environmental value theory,by the use of CVM(Contigent Value Method), does the investigation among 24 provinces or municipality of China and 12 other countries, getting 632 valid questionnaire totally(including 589 from China and 43 from foreign countries),and analyzes the individual's WTP for Giant Panda's habitat. The main context of the research is as follows.Firstly,I do the investigation of the respondents' individual information, their familiarity and preference towards Giant Panda and Giant Panda's habitat, their annual Willingness To Pay(WTP) for the protection of perpetual existence of Giant Panda's habitat.Secondly,I do the descriptive statistic analysis of the survey and analyse the main influencing factors by using the Logit Model.Thirdly, based on the datas from the CVM and the national urban employment population data of 2006,this reserch evaluate the Non-use value of Giant Panda's habitat. In the end, based on the evaluation result and the field investigation job, this research analyze the current situation and problems consist in the Giant Panda's habitat protection, and put forward some countermeasures.Through the analysis, the main conclusions are drawn as follows:Firstly, through the descriptive statistic, the proportion of national WTP is 61.12%,and the average WTP is 55 yuan(RMB).The proportion of foreign WTP is 47.62%.National people have a stronger willingness to pay for the protection of Giant Panda's habitat.Secondly,by using the Logit Model, three factors have significant influence on individual's WTP:student/teacher/resercher or not, familarity towards Giant Panda and preference towards Giant Panda. To be specific, responder who isa student/teacher/resercher,be familiar with Giant Panda,be fond of Giant Panda are more willing to pay for the protection of Giant Panda's habitat.Thirdly, based on the average WTP(55 yuan) and the national urban employment population of 2006(283,100,000),and assuming the rate of WTP is 61.12%,this reserch evaluate the Non-use value of Giant Panda's habitat as 951668.96(ten thousand yuan,RMB), including the existence value 454041.26(ten thousand yuan),bequest value 273319.33(ten thousand yuan) and option value 224308.37(ten thousand yuan).Linking to the current situation of the protection of Giant Panda's habitat, the research puts forward some countermeasures as below:reinforcing the government's responsibility so as to raise more public awareness towards Giant Panda's habitat, constructing habitat corridor with the assist of various power, carrying out the co-management system between the natural reserve and the local community, doing the environmental education, carrying out the public participation system and making the Giant Pandas' Habitat brand through breaking the region restrain.
