Tea is not only closely bound up with people's daily life, but also has become the main source of peasants' income. As both domestic and international market demand for security products tea is increasing, ecological tea industry transition is an inevitable trend of tea industry development. This paper analyzed economic, ecological and social benefits of single tea-planting model, compound tea yard model and tea tourism model in the hilly region of Yangzhou city and educed the key factors that affect ecological tea development, with the method of questionnaire from the local experts and then by SWOT analysis it gave some suggestions over the building of ecological tea industry for the policy decision and peasants.Single tea-planting occupied a larger portion. Some forms of organization such as fresh leaf production with processing , tea company with farmers , leading enterprises with intermediary and farmers took place in this model, it's good to scale management but not to the of stability of tea quality for farmers'uneven level of planting. Compound tea yard model took advantage over single tea-planting in the stability of tea quality at the same planting level, it could increase the safety level, enhance competitiveness, gain diversification and hence improve economic and social benefits,but this kind of model needed high investment. As the farmers have partiality for short-term economic benefits, they paid little attention to the model. Tea tourism model had advantage over other models in economic, ecological and social benefits, but it need high standard tea yard and special regional conditions.The analysis of the importance of the factors to ecological developing of the tea production showed that leading enterprises cultivation had the greatest effect with relative weight 0.90 , followed by tea industry dominance , environmental quality(0.83), tea variety selection , marketing system and tea culture with relative weights being 0.85, 0.83, 0.80,0.80 and 0.77 respectively.
