According to the present situation of increasingly serious water resource shortage and deterioration of eco-environment in small watershed of Yangzhou hilly area, the paper analyses its ecological management pattern which contains the system model and the project scale of rainwater-collection-storage-utilization(RCSU),the planting layout, the drought management measures and ecological measures.The key of ecological management is water-control, which main way is RCSU in small watershed of hilly area. Firstly, exploring the system model of RCSU for small watershed of Yangzhou hilly area, which can be divided into the physical model and economic model, this paper focuses on the physical model and its three sub-models. Secondly, based on the above model, meeting the eco-environmental water requirement and crop irrigation water, the paper analyses the project scale of RCSU and the proportion of the paddy field and dry-farming, obtains the results which determine the least storage volume per mu and the proportion of the suitable paddy field and dry-farming corresponding to the irrigation design probability of 75%. At last, the suitable optimal storage volume per mu is fixed after checking, which offers an important theoretic reference for RCSU planning in small watershed of Yangzhou hilly area.On the basis of RCSU, the paper also discusses the drought measures of design average year and special drought year. In addition to the above, by analyzing the existence of ecological problems, small watershed is divided into ecological restoration areas, ecological management areas and ecological protection areas to be governanced, and proposes the construction methods for ecological river, ecological pond and ecological reservoir, with a view to providing reference for ecological construction of small watershed in Yangzhou hilly area.
