China has signed on the Kyoto global wanning protocol which aims at reducing the release of greenhouse gas and gradually eliminating global warming. As is known to all, Greenhouse Effect is mainly caused by the oil and coal use on a large scale. Therefore, the only way to eliminate global warming is to achieve CDM and seek pro-environmental alternative energy such as solar power, wind power, biomass energy, etc.Fortunately, China has granted Laws of Renewable Energy and put into practice since Jan 1st, 2006. With the encouragement and stimulate of the laws, biomass energy has been paid a lot of attention throughout China.With the rapid development of large and medium-scale biomass energy utilization in Jiangsu Province, to explore the potential of biomass energy resources availability has become increasingly necessary.The paper analyses the biomass energy resources within Liyang City of Changzhou and designs a referral information system based on MapX software provided by Mapinfo GIS platform. The system is secondarily developed according to practical demand and achieves many functions of professional GIS software such as amplification, dwindling, scale inquiry, point inquiry, thememap and so on.The pilot system uses the recent 2006 statistics yearbook and a large quantity of investigation information which includes the straws and stalks data, livestock manures data of stock-raising animals (cattle, pigs, poultry, etc.), availability of excrement resources on large-& medium-sized animal farms and so on as basis data for establishing the corresponding database with the aid of Microsoft Access 2000 and is programmed with Microsoft Visual Basic. The inquiry system will provide valuable reference to energy and environmental policies or relevant biomass energy enterprises.The thesis is divided into 6 chapters. Chapter 1 points out the status quo of energy crisis and biomass utilisation worldwide. Biomass energy resources information is deeply studied in Chapter 2. Chapter 3 focuses on the development of ComGIS and WebGIS and Liyang BERIS design routine is described carefully in Chapter 4. Chapter 5 is the soul of the thesis which demonstrates application functions of Liyang BERIS and Chapter 6 gives a perfect sum-up.
