Studies On Current Status Of Production Management And Developmental Strategies Of Experimental Animals In Hubei Province

Most of the academic and technical reaserches in the field of life science arealmost involved in laboratory animals, e.g., based on which the ongoing regularity ofthe human diseaes can be. exploered, the corresponding therapeutic techniques can bedeveloped, and the responsibility of safety evaluation and effect tests can also beassumed. Wide applications of laboratory animals are nowadays present in the variousfields such as medical biology, pharmaceutical industry, biological product, lightindustry and food industry, agriculture, national defense and military affairs,spaceflight, and etc. Owing to their importance mentioned above, many governmentsand scientists have paid much attention to the development of laboratory animalscience. But, the developmental level of laboratory animal science of China laggedmuch behind the developed countries. The core problems included the absence e fhigh-quailty animals and their uses, the scarcity of species or colonies, and the lowdegree of standardization and socialization in the production and supply of laboratoryanimals. In addition, the weak production management, the unstrict execution of thelaw as well as the lack of fundation investment cannot meet the need of thedevelopment of science and technology. In China, innovation has become the coresubject of national development in the new period, the combination of plannedeconomy and market economy alleges the more demand of high-quailty animals invarieties of scientific experiments, and thus the industrialization of production oflaboratory animals comes to agenda to meet the demand of national development.In this investigation, through questionaire, investigation, telephone and e-mailconsultations and so on, this investigation was conducted to reveal the current statusof staff, facilities, species, and digital management of laboratory animals in China especially in Hubei province, so as to provide the constructive clew ofdecision-making of local or national governments and to accelerate thestandardization, commercialization and socialization of laboratory animals. Totally,31 departments in Hubei province and 176 departments in other provinces wereinvolved. The analytical targets include region distribution, vocation distribution,personnel distribution, facility and fund, introduction requirement and informationmanagement, which really, quantificationally and systemically reveals the currentstatus of production management of laboratory animals in Hubei province.According to the aformetioned results, we propose the following strategies: (1)to provide enough fundation support; (2) to offer policy support for laboratory animalindustry; (3) to fix a lower tax on laboratory animal industry; (4) to standardize themarket circumstances of laboratory animal products; (5) to build information networkfor the product and supply of laboratory animal to enhance communication andcooperation; (6) to unite the providers to regard public healthy works of laboratoryanimals; (7) to train a high diathetic employees. In addition, we should accelerate thedevelopment of laboratory animals science, highly consider the welfare of laboratoryanimals and integrate the protection and utilization of the laboratory animalscompatibly so that we can use the laboratory animals scientificly and humanityly.
